Required <br />massive coordination efforts with multiple utility providers and <br />the starter segments of the region's initial light rail transit system. <br />Also, involved a complex development agreement negotiated <br />through the City and with various downtown stakeholder <br />organizations while mitigating significant impacts to area visitors. <br />Sllsby Role: Led the City team responsible for the initial <br />entitlements, plan approval, and permitting of this mixed use, <br />multi block mega -project delivered via a PPP. <br />SANTA ANA, CA [COUNTY OF ORANGE] <br />The Central Utility Facility provides various combinations of <br />steam, chilled water, and electricity to County, City, State and <br />Federal buildings in the Santa Ana Civic Center campus 24 hours <br />per day, 365 days per year. The major upgrades project replaced <br />aging equipment systems and utility pipes (installed in 1968) with <br />more energy efficient and environmentally responsible systems <br />to improve safety and reliability. The $68 million project was <br />creatively delivered via Construction Manager At -Risk. <br />Silsby Role: County executive tasked with procurement strategy <br />and delivery of this project, enhanced coordination with key <br />stakeholders, and working within a unique financing framework. <br />Page 11 of 11 <br />
