The City Council does declare and determine that , as a result of the election, <br />a majority of the voters voting on the measure relating to the recall of Jessie <br />Lopez voted in opposition thereof, and that Jessie Lopez shall remain in the <br />office of City Councilmember for Ward 3. <br /> <br /> Section 2.
