exert their best efforts to then recruit and identify for referral qualified workers residing withui the <br />County of Orange and individuals who have successfully completed the Building Trades Multi - <br />Craft Core Curriculum Pre -Apprenticeship Program, regardless of where they reside ("Tier 2"). <br />For Dispatch purposes, employees residing within either of these two (2) tiers, as well as Veterans <br />and individuals who have successfully completed the Building Trades Multi -Craft Core <br />Curriculum Pre -Apprenticeship Program, regardless of where they reside, shall be referred to as <br />Local Residents. <br />3.5.2 A goal of 30% ofthe total work hours performed on each Project shall be performed <br />by Local Residents. <br />3.5.3 The Unions agree to support the operation of pre -apprentice referral programs in <br />the City. Further, the Unions agree to place on their referral roles or in their apprentice training <br />programs, as appropriate and needed, qualified persons sent to them by designated City <br />organizations or other organizations working with the City to increase construction industry work <br />opportunities for City residents. <br />Section 3.6 Requirements on Contractors To facilitate the dispatch of Local Residents, all <br />Contractors will be required to utilize the Craft Employee Request Form whenever they are <br />requesting the referral of any employee from a Union referral list for any Covered Project, a sample <br />of which is attached as "Attachment C." When Local Residents are requested by the Contractors, <br />the Unions will refer such workers regardless of their place in the Unions' hiring halls' list and <br />normal referral procedures. <br />Section 3.7 Helmets to Hardhats The Contractors and the Unions recognize a desire to <br />facilitate the entry into the building and construction trades of Veterans who are interested in <br />careers in the building and construction industry. The Contractors and Unions agree to utilize the <br />services of non-profit Veterans support organizations, including but not limited to, the Center for <br />Military Recruitment, Assessment and Veterans Employment (hereinafter "Center") and the <br />Center's "Helmets to Hardhats" program to serve as a resource for preliminary orientation, <br />assessment of construction aptitude, referral to apprenticeship programs or hiring halls, counseling <br />and mentoring, support network, employment opportunities and other needs as identified by the <br />Parties. For purposes of this Agreement the term "Eligible Veteran" shall have the same meaning <br />as the term "veteran" as defined under Title 5, Section 2108(1) of the United States Code as the <br />same may be amended or rep -codified from time to time. It shall be the responsibility of each <br />qualified applicant to provide the Unions with proof of his/her status as an Eligible Veteran. <br />3.7.1 The Unions and Contractors agree to coordinate with non-profit Veteran <br />organizations, including, the Center to create and maintain an integrated database of veterans <br />interested in working on this Project Work and of apprenticeship and employment opportunities <br />for working on Project Work. To the extent permitted by law, the Unions will give credit to such <br />Veterans for bona fide, provable past experience. <br />Community Workforce Agreement 11 City of Santa Ana <br />
