However, new <br />business owner increased and they used more which damaged existing sewer system and most likely is a place <br />for homeless people. Therefore, you should be increasing user charges on businesses or investor who most <br />willing to pay for their return. Moreover, it is fair for senior people and elders who less likely to use their <br />service. Young people has more capable to pay more if they want to use more service and love to go to stores or <br />restaurants. They should pay more because of their needs; those who use more, pay more. We, homeowner in <br />Santa Ana City don't need that much service. Why do we have to pay more? We understand the inflation is <br />unbearable but this Proposition 218 massive increasing almost doubled from 5.35 to 11.72 is way too much and <br />impact after covid recovery.
