Vista Charter Public Schools District Office and Outdoor Space Project <br />CEQA Exemption 15183 <br />truck trips per day. Therefore, diesel particulate matter emissions generated by the light industrial <br />uses to the south are nominal and would not cause significant health impacts to on -site sensitive <br />receptors (i.e., proposed outdoor play area). <br />As such, on -site sensitive receptors would have less than significant health impacts from the <br />future operations of the OC Streetcar and the existing operations of adjacent light industrial uses, <br />and potential health risk from the future OC Streetcar and existing light industrial uses on on -site <br />sensitive receptors was not quantified. A less than significant impact would occur in this regard. <br />OBJECTIONABLE ODORS <br />According to the SCAQMD CEQA Air Quality Handbook, land uses associated with odor <br />complaints typically include agricultural uses, wastewater treatment plants, food processing <br />plants, chemical plants, composting, refineries, landfills, dairies, and fiberglass molding. The <br />proposed project does not include any uses identified by the SCAQMD as being associated with <br />odors. <br />Construction activities associated with the project may generate detectable odors from heavy- <br />duty equipment exhaust and architectural coatings. However, construction -related odors would <br />be short-term in nature and cease upon project completion. In addition, the project would be <br />required to comply with the California Code of Regulations, Title 13, Sections 2449(d)(3) and <br />2485, which minimize the idling time of construction equipment either by requiring equipment to <br />be shut off when not in use or limiting idling time to no more than five minutes. Compliance with <br />these existing regulations would further reduce the detectable odors from heavy-duty equipment <br />exhaust. Project's compliance with RR AQ-3 would ensure compliance with the SCAQMD <br />Regulation XI, Rule 1113 —Architectural Coating, which would minimize odor impacts from ROG <br />emissions during architectural coating. Any odor impacts to existing adjacent land uses would be <br />short-term and negligible. As such, the project would not result in other emissions (such as those <br />leading to odors) adversely affecting a substantial number of people. Impacts would be less than <br />significant in this regard. <br />4.3.3 Conclusion <br />Overall, the project is consistent with the General Plan Update. With implementation of RR AQ-1 <br />though AQ-3 identified in the GPU EIR, the proposed project would not have any specific effects <br />which are peculiar to the project or the site. There are no project -specific impacts or potentially <br />significant off -site or cumulative impacts the GPU EIR failed to analyze, and there are no new <br />significant or substantially more severe air quality impacts than anticipated by the GPU EIR. <br />Applicable GPU EIR Regulatory Requirements/Mitigation Measures: <br />RR AQ-1 (amended) New buildings are required to achieve the current California Building <br />Energy Efficiency Standards (Title 24, Part 6) and California Green Building <br />Standards Code (CALGreen) (Title 24, Part 11). The 202249 Building Energy <br />Efficiency Standards became effective January 1, 20220. The Building and Energy <br />Efficiency Standards and CALGreen are updated tri-annually with a goal to achieve <br />net zero buildings energy for 2030. <br />RR AQ-2 Construction activities will be conducted in compliance with California Code of <br />Regulations, Title 13, Section 2449, which requires that nonessential idling of <br />construction equipment is restricted to five minutes or less. <br />Dec i y ouncil 26 — 79 1/16/20'2 e 19 <br />
