Vista Charter Public Schools District Office and Outdoor Space Project <br />CEQA Exemption 15183 <br />expansive in accordance with the 2022 California Building Code, Section 1803.5.3.14,15 As such, <br />no impacts related to unstable or expansive soils would occur. <br />In compliance with RR G-3, construction and operation of the proposed project would not involve <br />the use of septic tanks or alternative wastewater disposal systems. As such, compliance with <br />existing regulatory requirements would ensure no impact related to the use of such systems would <br />occur. <br />With regards to paleontological resources, the project site is disturbed and built out in nature; <br />however, sediments in the project site are considered to have paleontological sensitivity <br />increasing with depth. Specifically, the project site is underlain by silty sand of alluvial fan deposits <br />(Qyfsa) which contain "low -to -high" paleontological sensitivity; refer to GPU EIR Figure 5.6-3, <br />Paleontological Sensitivity. As such, in the event of paleontological resource discovery, the <br />proposed project would comply with GPU EIR Mitigation Measure GEO-3, which requires <br />construction work to halt within a 50-foot radius of a find. With adherence to the City's existing <br />requirements for paleontological resources, less than significant impacts related to <br />paleontological resources would occur. <br />4.7.3 Conclusion <br />Overall, the project is consistent with the General Plan Update. With implementation of RR G-1 <br />and G-2 and Mitigation Measure GEO-3 identified in the GPU EIR, the proposed project would <br />not have any specific effects which are peculiar to the project or the site. There are no project - <br />specific impacts or potentially significant off -site or cumulative impacts the GPU EIR failed to <br />analyze, and there are no new significant or substantially more severe impacts to geology and <br />soils than anticipated by the GPU EIR. <br />Applicable GPU EIR Regulatory Requirements/Mitigation Measures: <br />RR G-1 Every public agency enforcing building regulations must adopt the provisions of <br />the California Building Code (CBC), which is Title 24, Part 2 of the California Code <br />of Regulations. The most recent version is the 2019 CBC (effective January 1, <br />2020). The CBC is updated every three years and provides minimum standards to <br />protect property and public safety by regulating the design and construction of <br />excavations, foundations, building frames, retaining walls, and other building <br />elements to mitigate the effects of seismic shaking and adverse soil conditions. <br />The CBC also contains provisions for earthquake safety based on factors including <br />occupancy type, the types of soil and rock on -site, and the strength of ground <br />shaking with specified probability of occurring at a site. <br />RR G-2 Santa Ana Municipal Code, Chapter 8, Buildings and Structures. These codes <br />address grading standards, excavation, and fills. This also includes compliance <br />with regulations for unreinforced masonry structures in accordance with <br />"Unreinforced Masonry Law," found in California Government Code §§ 8875 et <br />seq.
