Vista Charter Public Schools District Office and Outdoor Space Project <br />CEQA Exemption 15183 <br />requirements for cumulative impact analyses (CEQA Guidelines Section 15064(h)(3)).16,17 A <br />project's incremental contribution to a cumulative impact can be found not cumulatively <br />considerable if the project would comply with an approved plan or mitigation program that <br />provides specific requirements to avoid or substantially lessen the cumulative problem within the <br />geographic area of the project.18 <br />The GPU EIR describes that if project emissions are below the 3,000 MTCO2e bright -line <br />screening threshold, GHG emissions impacts would be considered less than significant. As such, <br />the analysis utilizes the 3,000 MTCO2e per year numerical threshold of significance for GHG <br />emissions and the methodology for evaluating the project's impacts related to GHG emissions <br />also focuses on its consistency with Statewide, regional, and local plans adopted for the purpose <br />of reducing and/or mitigating GHG emissions. <br />PROJECT -RELATED GHG EMISSIONS <br />Project -related GHG emissions include emissions from direct and indirect sources. Direct project - <br />related GHG emissions include emissions from construction activities, area sources, mobile <br />sources, and refrigerants, while indirect sources include emissions from energy consumption, <br />water demand, and solid waste generation. The CalEEMod, version 2022.1 was used to calculate <br />project -related GHG emissions.
