4.8 Work Not Included <br />Water and electrical billings, except in instances where excessive costs are incurred by the City due to water <br />waste or negligence by Contractor, are not included in this Contract. If the Director of PRM, based upon all of the <br />facts that may be gathered, determines that excessive water and/or utility costs have occurred due to Contractor's <br />work, the City may withhold from payment to Contractor those funds necessary to reimburse the City for these <br />additional costs. <br />4.9 Signs / Improvements <br />Contractor shall not post signs or advertising matter on City property unless prior written approval therefore <br />is obtained from the City. <br />
