Affordable Housing <br />Incentives <br />B. Provide financial assistance to <br />support the acquisition, rehabilitation, <br />and new construction of properties to <br />preserve and increase affordable <br />housing opportunities for lower income <br />households through the following <br />programs: (1) Low and Moderate Income <br />Housing Asset Fund (LMIHAF) including <br />land assets owned by the Housing <br />Successor Agency; (2) Inclusionary <br />Housing Fund (Inclusionary); (3) HOME <br />Investment Partnerships Program <br />(HOME); (4) Community Development <br />Block Grant Program (CDBG); (5) Project- <br />Based Voucher Program (PBV); and (6) <br />HOME- American Rescue Plan (HOME- <br />ARP) <br />Annually <br />The affordable housing projects that were apporoved in CY 2022, Westview <br />House, Crossroads at Washington, and WISEPlace, are currently under <br />construction and due to be completed in CY 2024. The City provided financial <br />assistance to support the acquisition, rehabilitation, and new construction of <br />properties to preserve and increase affordable housing opportunities for lower <br />income households. Specifically, as of the end of CY 2023, the City had six (6) <br />affordable housing projects under construction, and two (2) affordable housing <br />projects in pre-development. Each project was made possible through the <br />financial assistance provided by the City. <br />21. Affordable Housing <br />Incentives <br />C. Issue a Request for Proposals (RFP) <br />annually for the development of <br />affordable housing in Santa Ana. <br />Proposed developments may be for <br />acquisition and rehabilitation of eligible <br />properties for rental and/or ownership <br />housing; acquisition and conversion of <br />nonresidential property to multifamily <br />housing units; and/or new construction <br />of housing units for rental and/or <br />ownership housing. The objective is to <br />finance the development of at least one <br />multifamily affordable housing project <br />per year. <br />Annually <br />In October 2023, the City Council authorized the Community Development <br />Agency to release a FY 2023-2024 Request for Proposals ("RFP # 23-156") to <br />provide the development of affordable homeownership opportunities in the City <br />of Santa Ana. Proposed developments were for acquisition and rehabilitation of <br />eligible properties for ownership housing units; acquisition and conversion of <br />non-residential property to ownership housing units; and/or new construction of <br />housing units for ownership housing. In particular, the City is interested in <br />projects that will provide affordable homeownership opportunities. The RFP <br />made $7,796,256, in available funds fromn the HOME Investment Partnerships <br />("HOME") Program. The first review closed on December 15, 2023 and a second <br />review is due on April 1, 2024. One proposal was recieved and it is currently <br />under review. <br />B-100
