A <br />B <br />I C <br />I D <br />8 <br />Program Implementation Status pursuant to GC Section 65583 <br />Housing Programs Progress Report <br />Describe progress of all programs including local efforts to remove governmental constraints to the maintenance, improvement, and development of housing as identified in the housing <br />element. <br />9 <br />10 <br />1 <br />2 <br />3 <br />4 <br />11 <br />Name of Program <br />Objective <br />Timeframe in H.E <br />Status of Program Implementation <br />The City continues to apply Healthy Housing Standards along with other codes <br />to promote safe/healthy homes in the community and ensure good property <br />maintenance continues. Enforcement tools to expedite and remedy violations <br />include Administrative Citations, Notices of Violation, and Notice and Orders. In <br />2023, the City's Code Enforcement Division continued to use Administrative <br />Citations best practices as a tool to expedite and remedy violations. The Code <br />Enforcement Division continues to collaborate with the City Attorney's Office <br />and the Santa Ana Police Department to address severe land use violations such <br />C. Coordinate the City's Residential <br />as illegal casinos and cannabis business in residential properties. Severe <br />Rehabilitation Grant Program (see <br />substandard properties that required special attention continue to be handled <br />program No.1) with Code Enforcement <br />through the Code Enforcement Receivership Program. This program facilitates <br />and Proactive Rental Enforcement <br />enforcement through the court system to ensure violations are abated and <br />9. Property Maintenance <br />Program (PREP) to provide assistance <br />Ongoing <br />community concerns are mitigated. In addition, in 2023, the City managed an Agreement with Habitat <br />for Humanity to implement the City's Residential Rehabilitation Grant Program. <br />Through this contract, the City provided grants of up to $25,000 to over 20 <br />households for the repair and rehabilitation of single-family and mobile homes. <br />These households were identified in coordination with Code Enforcement and <br />PREP to provide assistance to low-income households and prevent <br />displacement where feasible when the City is requiring health and safety repairs <br />to comply with building code. <br />31 <br />City Council 13 — 214 3/19/2024 <br />
