A <br />B <br />I C <br />I D <br />8 <br />Program Implementation Status pursuant to GC Section 65583 <br />Housing Programs Progress Report <br />Describe progress of all programs including local efforts to remove governmental constraints to the maintenance, improvement, and development of housing as identified in the housing <br />element. <br />9 <br />10 <br />1 <br />2 <br />3 <br />4 <br />11 <br />Name of Program <br />Objective <br />Timeframe in H.E <br />Status of Program Implementation <br />In CY 2023, the City continues to manage and promote a Local Preference. <br />Subject to compliance with applicable California and federal fair housing laws, <br />and the requirements of Section 142(d) and Section 42 of the Internal Revenue <br />Code ("Code"), local preference for Santa Ana residents and workers in tenant <br />selection shall be a requirement of affordable funded Projects. Subject to <br />applicable laws and regulations governing nondiscrimination and preferences in <br />housing occupancy required by Section 142(d) of the Code, Section 42 of the <br />Code, HUD or the State of California, as well as the City of Santa Ana Affordable <br />A. Implement a local preference for <br />Housing Funds Policies and Procedures, the Developer shall give preference in <br />32. Anti -displacement and <br />residents who live or work in Santa Ana <br />leasing units in the following order of priority:(a) First priority shall be given to <br />Local Housing <br />and need affordable housing in <br />2024 <br />persons who have been permanently displaced or face permanent displacement <br />Preservation <br />compliance with all state and federal fair <br />from housing in Santa Ana as a result of any of the following: <br />housing laws. <br />(i) A redevelopment project undertaken pursuant to California's Community <br />Redevelopment Law (Health & Safety Code Sections 33000, et seq.) -- applicable <br />only to projects funded by the Low and Moderate Income Housing Asset Fund; <br />(ii) Ellis Act, owner -occupancy, or removal permit eviction; (iii) Earthquake, fire, <br />flood, or other natural disaster; (iv) Cancellation of a Housing Choice Voucher <br />HAP Contract by property owner; or (v) Governmental Action, such as Code <br />Enforcement. (b) Second priority shall be given to persons who are either: (i) <br />Residents of Santa Ana; and/or (ii) Working in Santa Ana at least 32 hours per <br />week for at least the last six (6) months. <br />84 <br />B. Explore a right -of -first -refusal <br />ordinance for mobile home parks and <br />32.
