EXHIBIT 2 <br />RESOLUTION NO. 2024-XXX <br />A RESOLUTION OF THE HOUSING AUTHORITY OF <br />THE CITY OF SANTA ANA APPROVINGTHE <br />SUBMISSION OF THE ANNUAL PLANFOR FISCAL <br />YEAR 2024-2025 <br />BE IT RESOLVED BY THE MEMBERS OF THE HOUSING AUTHORITY OF THE CITY <br />OF SANTA ANA, AS FOLLOWS: <br />Section 1.The Housing Authority of the City of Santa Ana conclusively finds, <br />determines and declares as follows: <br />A. <br />by the U.S. Department of Housing aanAnnual <br />Plan due to the fact that the Authority administers a Housing Choice Voucher <br />Rental Assistance Program. <br />B.AnnualPlan is to advise HUD, program <br />participants and membersof the public of its mission and strategy to serve the needs of <br />very low-income families. It provides information about the current operations of the <br />Authority,including programs, participants, services for the upcoming year, and any <br />operational or tenant concerns. <br />C.The Authority is required to review its operations and needs for the Annual <br />Planwith input from HCVparticipants. Three (3)Resident Advisory Board Meetings <br />wereheld on February 12,2024,with responses incorporated into the AnnualPlan, as <br />required by HUD regulations. <br />D.HUD regulations require a forty-five (45) day public comment period. On <br />February 16,2024,a legal notice was published in the Orange County Register, Nguoi <br />Viet and La Opinión advising the public thata draft of the Annual Plan was available for <br />public review and comment and a public hearing would be held on April 2,2024. The <br />public comment period ended onApril 2,2024. Further, a public hearing was held by <br />the AuthorityonApril 2,2024, and all comments received at the hearing are included in <br />the final documents to be submitted to HUD. <br />Section 2.The Annual Planfor Fiscal Year2024-2025of the Housing Authority of the <br />City of Santa Ana is hereby approved and adopted. Said Annual Plan shall be submitted by <br />the Authority to HUD. <br />Section 3.This Resolution shall take effect immediately upon its adoption by the <br />Authority Board,and the Recording Secretary for the Authority shall attest to and certify the <br />vote adopting this Resolution. <br />Resolution 2024-XXX <br />Page 1of 2 <br /> <br />
