Public Works Agency <br />www.santa-ana.org/public-works <br />Item # 20 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Staff Report <br />April 16, 2024 <br />TOPIC: Santa Ana Zoo Educational Hub Building Project <br />AGENDA TITLE <br />Amend Agreement with LOC Architects to Increase the Design Services for the Santa <br />Ana Zoo Educational Hub Building Project (Project No. 23-2601) <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute a first amendment to the consultant agreement <br />with LOC Architects for design services for the Santa Ana Zoo Educational Hub Project <br />(Project No. 23-2601) to increase the amount by $123,400, for a total amount not to <br />exceed $508,520 (Agreement No. A-2024-XXX). <br />GOVERNMENT CODE §84308 APPLIES: Yes <br />DISCUSSION <br />On May 3, 2022, the City Council adopted a resolution approving the acceptance of <br />grant funds from the State of California Natural Resources Agency for the Santa Ana <br />Zoo Educational Hub Building Project, and authorized the City Manager to execute <br />grant documents. The new educational hub building will include a large multipurpose <br />space, classrooms, and serve as a hub for community volunteers and zoo staff. The <br />classrooms are flexible in design to maximize their use potential throughout the day and <br />year. The 2,600 square foot multipurpose space is also designed so it can serve as a <br />rental space at times, generating additional revenue. <br />On February 22, 2023, the Public Works Agency (PWA) released a Request for <br />Proposals (RFP) No. 23-033 to select a professional architectural services firm for the <br />Santa Ana Zoo Educational Hub Building project. These services include all design and <br />engineering as required for the project scope. After reviewing all proposals, an <br />agreement was executed with LOC Architects on August 1, 2023. <br />The RFP and initial award of the contract to LOC Architects was for the design of one <br />new "Hive" building. Site and underground surveys revealed that several trees and an <br />Edison easement conflicted with the new building location. Additional office spaces and <br />a multi -functional room which can be used as both a classroom and community event <br />space will allow for expanded programming. After consideration of several design <br />concepts that would accommodate these factors and meet the needs of the community, <br />Staff recommends that the scope of this project now includes two buildings separated <br />
