<br />IBC VISION PLAN 2018 TRAFFIC STUDY UPDATE – <br />ALTERNATIVES ANALYSIS <br />Final <br />3.5 Alternative 2 Peak Hour Freeway Mainline Analysis <br />Future freeway mainline volumes are based on forecast traffic using the ITAM model. Table 3.4 presents the <br />freeway mainline segment analysis for Alternative 2 conditions and compares mainline segment performance <br />to Buildout Cumulative With Update conditions. The Alternative 2 scenario does not include any freeway <br />mainline capacity improvements, consequently, the capacities are consistent with the Buildout Cumulative <br />With Update scenario. Appendix B presents detailed HCS worksheets for mainline analysis. <br />The same segments that are forecast to be deficient in the Buildout With Update scenario are also deficient <br />in Alternative 2. In the AM peak, 34 out of 60 freeway segments operate at a deficient LOS and in the PM <br />peak 27 out of 60 operate at a deficient LOS. In total 40 segments are deficient in one or both peaks.
