<br />IBC VISION PLAN 2018 TRAFFIC STUDY UPDATE – <br />ALTERNATIVES ANALYSIS <br />Final <br />Improvements <br />The development of improvements is consistent with the approach used in the 2018 IBC Vision Plan Two- <br />Year Traffic Study Update. The improvements recommended in this study result in facility operations within <br />acceptable thresholds and are physical improvements rather than operational improvements. Improvements <br />are also analyzed for feasibility based upon potential cost-effectiveness and right-of-way acquisition. <br />Where applicable, feasible improvements identified in the 2010 and 2015 IBC Vision Plans that have yet to be <br />implemented were recommended as improvements where appropriate. Additionally, traffic studies and <br />other planning documents were sourced in adjacent jurisdictions to develop improvement strategies for <br />intersection deficiencies. <br />Figure 3.7 identifies the locations of the intersection impacts and cumulative deficiencies with a description <br />of the improvement for each location. <br />Fair-share <br />As done in the 2018 IBC Vision Plan Two-Year Traffic Study Update, for the sole purpose of providing a <br />reference, a fair-share methodology has been performed to evaluate what the financial participation of <br />improving impacts would be. The same formula is used to calculate the fair-share proportion as in the 2018 <br />IBC Vision Plan Two-Year Traffic Study Update.
