<br />IBC VISION PLAN 2018 TRAFFIC STUDY UPDATE – <br />ALTERNATIVES ANALYSIS <br />Final <br />The following sections discuss the intersection deficiencies and recommended mitigations for each <br />jurisdiction within the study area. <br />3.7.1 City of Santa Ana <br />There are two location in the City of Santa Ana which require mitigation. Table 3.8 identifies the <br />improvement strategy and corresponding ICUs. The following mitigation is recommended for the intersection <br />that is significantly impacted by the proposed plan update: <br /> <br /> <br />Intersection #719: Flower Street and Segerstrom Avenue <br />This intersection is deficient under the Buildout Cumulative With Update and is forecast to have a <br />significant impact under the Alternative 2 scenario during the PM peak. Because of the high <br />westbound volume on Segerstrom Avenue in the morning, the recommended improvement is to <br />widen the road to add a westbound right-turn lane. The improvement would bring the deficient <br />intersection back to an acceptable LOS. <br />Intersection #720: Flower Street and MacArthur Boulevard <br />This intersection is forecast to have a significant impact under the Alternative 2 scenario during the <br />PM peak. Because of the high eastbound volume on MacArthur Boulevard during the AM Peak hour, <br />the recommended improvement is to widen the road to add an eastbound right-turn lane. The volumes are <br />generally consistent with the Buildout With Update scenario forecast volumes, with one ramp experiencing <br />an increase in the peak hour volume of over 30 vehicles per hour, triggering an impact under the impact <br />criteria as agreed to by the City of Irvine and Caltrans.
