MEMORANDUM OF UNDERSTANDING NO. C-3-2925 <br />EXHIBIT C <br />OCTA <br />April 3, 2023 <br />To: Regional Transportation Planning Committee <br />From: Darrell E. Johnson, Chief Executive Office <br />Subject: Amendments to the Master Plan of Arterial Highways <br />Overview <br />The Orange County Transportation Authority administers the Master Plan of <br />Arterial Highways, including the review and approval of amendments requested <br />by local agencies. The cities of Fullerton and Irvine have requested amendments <br />to the Master Plan of Arterial Highways that are recommended for approval. An <br />update is also provided on pending Master Plan of Arterial Highways <br />amendments. <br />Recommendations <br />A. Conditionally approve the amendments to the Master Plan of Arterial <br />Highways to reclassify the facilities listed below in the cities of Fullerton and <br />Irvine. Each proposed amendment will become final contingent upon the <br />Orange County Transportation Authority receiving documentation <br />demonstrating that the respective general plan has been amended <br />accordingly and has complied with the California Environmental Quality Act <br />requirements. <br />• Fullerton: Reclassify Associated Road between Imperial Highway <br />and Bastanchury Road from a secondary (four -lane, divided) arterial <br />to a divided collector (two-lane, divided) arterial. <br />• Irvine: Reclassify Red Hill Avenue between MacArthur Boulevard <br />and Main Street from a major (six -lane, divided) arterial to a primary <br />(four -lane, divided) arterial. <br />If the cities of Fullerton and Irvine do not update their respective general <br />plans within three years to reflect the Master Plan of Arterial Highways <br />amendment, the contingent approval of this requested amendment will <br />expire but can be returned to the Orange County Transportation Authority <br />Board of Directors for reconsideration and action. <br />Orange County Transportation Authority <br />550 South Main Street / P.O.
