MEMORANDUM OF UNDERSTANDING NO. C-3-2925 <br />EXHIBIT C <br />Amendments to the Master Plan of Arterial Highway Page 3 <br />Forecasted conditions for 2045 indicate that the proposed amendment will result <br />in Associated Road operating at LOS A (about 8,200 to 8,400 daily vehicles). <br />Furthermore, no other jurisdictions are affected by this proposed amendment. <br />Therefore, the proposed reclassification and reallocation of excess capacity will <br />have a minimal effect on traffic operations on Associated Road while providing for <br />active transportation and parking enhancements that serve local needs. Based on <br />these findings, conditional approval of this MPAH amendment is recommended. <br />Irvine <br />As indicated in Attachment D, Red Hill Avenue between MacArthur Boulevard and <br />Main Street is requested to be reclassified on the MPAH from a major (six -lane, <br />divided) arterial to a primary (four -lane, divided) arterial. This segment is currently <br />built as a primary arterial and Irvine is requesting to amend the MPAH to this <br />existing configuration. <br />Forecasted traffic conditions for 2045 indicate that the proposed amendment <br />results in this segment of Red Hill Avenue operating at LOS B or better (16,500 to <br />22,300 daily vehicles). However, the results also indicate that by 2045 impacts are <br />anticipated in the City of Santa Ana (Santa Ana) at the intersections of <br />Flower Street at Segerstrom Avenue and Flower Street at MacArthur Boulevard. <br />Santa Ana has reviewed the traffic study and provided a letter of support for the <br />requested MPAH amendment (Attachment E). Additionally, staff coordinated <br />discussions between the cities of Irvine and Santa Ana that resulted in the <br />development of a draft mitigation program to address impacts to the <br />above -mentioned intersections in Santa Ana. The recommended mitigation <br />measures include: <br />• Flower Street at Segerstrom Avenue — add westbound right turn lane <br />• Flower Street at MacArthur Boulevard — add eastbound right turn lane <br />Staff recommends conditional approval of this MPAH amendment and <br />authorization for the Chief Executive Officer to negotiate and execute a <br />memorandum of understanding (MOU) to document agreement between OCTA, <br />Irvine, and Santa Ana on the mitigation program. If approved by the Board, the <br />proposed amendment will not become final until OCTA receives: (1) a fully <br />executed MOU, and (2) documentation that Irvine has amended the general plans <br />and complied with the requirements of the California Environmental Quality <br />Act (CEQA). <br />CEQA <br />Amendments to the MPAH are exempt from CEQA review. As such, if the Board <br />approves the recommendations, OCTA will file a Notice of Exemption from CEQA <br />for the conditionally approved MPAH amendment. <br />
