CITY OF SANTA ANA <br />I.BACKGROUND <br />The City of Santa Ana (City) is an economically diverse urban area in Orange County, California <br />with a population of more than 300,000 residents. The City has a Council-Manager form of <br />government with a voter-approved City Charter, six by-ward Council Members, and one Mayor <br />elected at-large. The City has approximately 1,600 full-time employees who provide policing, <br />right-of-way maintenance, water utility, land-use planning, affordable housing assistance, a <br />homeless shelter, parks and recreation, a zoo, and library services; as well as internal <br />administrative support services such as information technology, finance and human resources. <br />The City contracts out for fire protection services, ambulance, animal control, and trash removal. <br />More information about the City’s structure and services can be found in the narrative section of <br />the annual budget document found here: https://www.santa-ana.org/budget/. <br />A.Fund Structure <br />The following funds and account groups were presented in the City’s Fiscal Year 2022-23 <br />Annual Comprehensive Financial Report (ACFR): <br />Fund Types/Account Group <br />Number of <br />Individual <br />Funds <br />Number of <br />Funds on <br />ACFR <br />General Fund 22 1 <br />Special Revenue Funds 42 8 <br />Capital Projects Funds 47 7 <br />Debt Service Funds 3 2 <br />Enterprise Funds 9 7 <br />Internal Service Funds 13 9 <br />Private-Purpose Trust Funds 3 1 <br />Custodial Funds 10 3 <br />B.Finance Department Operations <br />The Finance Department is headed by the Finance Director and consists of approximately <br />63 full-time and 15 part-time employees. The Department is responsible for Treasury & <br />Customer Service, Purchasing, Budgeting, Payroll, and Accounting. <br />The accounting functions are computerized using Lawson Infor software.
