City of Santa Ana Emergency Operations Plan <br />Part I Basic Plan <br />3.9.1 Standby Officers and Officials <br />City Council <br />The Santa Ana Municipal Code provides that if, during a Local Emergency, State of Emergency or State of War <br />Emergency that has been proclaimed or exists under the provisions of the Emergency Services Act, it has been <br />determined that a majority of the City Council seats have become temporarily or permanently vacant and a regular <br />quorum no longer exists, the powers and authority of the City Council, except for those duties prescribed to the <br />City Council in Article IV, Section 403 of the City Charter, shall vest with the Director of Emergency Services <br />until a quorum of the regularly elected City Council Members is present, or until a sufficient number of vacancies <br />that are determined to be permanent are filled under the provisions of Article IV, Section 403 of the City Charter. <br />The California Constitution and the California Emergency Services Act provide legal authority and procedures to <br />re -constitute the City Council in the event that a Council quorum is permanently unavailable and cannot be re- <br />established in accordance with the above paragraph. <br />City Officials <br />Each Department Director shall appoint a three -deep order of succession of appropriate subordinate management <br />staff to succeed to their position in the event that official is unavailable or unable to serve. Persons succeeding to <br />each office under this provision shall assume all the powers and duties of the office succeeded to immediately <br />upon such succession, unless another delegation of authority is specified. The succeeding person shall serve until <br />the appointing official resumes his/her office or a permanent successor is appointed under the applicable <br />provisions of the City Charter or Municipal Code. <br />3.9.2 Alternate Seats of Government <br />The City of Santa Ana owns and operates four major properties that have the capabilities to function as the City's <br />seat of government under emergency conditions. (These capabilities include workspace to absorb additional <br />workforce, access to City telephone and data networks, and to receive public visitors and hold public meetings.) <br />These major properties include: <br />• Santa Ana City Hall <br />• Santa Ana City Hall Ross Annex <br />• Santa Ana Corporate Yard <br />• Santa Ana Police Department <br />City Council may also designate other, non -City owned properties as alternative seats of government if needed. <br />Options for facilities located within the City of Santa Ana could include: <br />• County of Orange Halls of Administration and various agency headquarters <br />• Santa Ana Unified School District Offices and school properties <br />• Rancho Santiago Community College District Offices and Santa Ana College <br />• Leasing or borrowing of various business or non -governmental organization properties <br />The City also owns several dozen other, smaller facilities, including libraries, community centers, and department <br />sub -stations and training sites, that have workspace to absorb some additional workforce and access City telephone <br />and data networks. City Continuity of Operations Plans (below) provide more detail on alternate sites. <br />3.9.3 Preservation of Vital Records and Continuity of Operations <br />Vital records are defined as records that are essential to: <br />• Protect and preserve the rights and interests of individuals, governments, corporations and other entities, <br />which may include vital statistics, land and tax records, license registries, and articles of incorporation. <br />• Conduct emergency response and recovery operations. Records of this type include utility system maps, <br />locations of emergency supplies and equipment, emergency operations plans and procedures, personnel <br />rosters and contact lists. <br />136 <br />
