Leave used and determine the cost of the leave hours used by multiplying the <br />number of leave hours by the hourly value of total cost the Association President. <br />In evaluating the total cost of the Association President, it shall include the cost of <br />all wages and benefits including, but not limited to, health and retirement benefits. <br />D. If the value of the floating holiday leave (and effective January 1, 2025 the value <br />of the floating holiday and four (4) additional hours - for a total of twelve (12) <br />hours)) that was donated exceeds the value of the Association President's Leave, <br />the City will issue a check to the Association for the difference in value, which will <br />be used for the Association's general fund. The Association may instead elect to <br />convert the difference in value (up to one thousand (1,000) hours) to be used as <br />Association Leave in that fiscal year, as long as the City captures the cost of the <br />person using the leave as well as the cost of any other person who is working as a <br />result of the person using the leave. Such non -cumulative Association Leave would <br />be in addition to the Association Leave provided for in Section 14.6. The terms in <br />Section 14.6 would apply to Association Leave provided in this section. Similarly, <br />if the value of the floating holiday leave (and effective January 1, 2025 the value of <br />the floating holiday and four (4) additional hours - for a total of twelve (12) hours)) <br />that was donated is less than the value of the Association President's Leave, the <br />Association will issue a check to the City for the difference in value. This provision <br />will ensure that employees represented by the Association will pay for the precise <br />cost of the Association President's Leave used in the calendar year. <br />14.5 The Police Chief shall allow on -duty time, up to three (3) days for five (5) board members, <br />once per year, to attend the Peace Officers' Memorial. The Police Chief shall allow on - <br />duty time, up to four (4) days for five (5) board members, once per year, to attend the <br />Fraternal Order of Police ("FOP") training. The Association will pay for all costs for the <br />board members' attendance at said events, including per diem, travel, hotel, etc. If the <br />Memorial or FOP falls on a board member's normal day off, they will not receive on -duty <br />pay for attendance. <br />14.6 The City agrees to grant up to a total of one hundred ninety (190) hours per fiscal year on <br />a non -cumulative basis to enable Association members, officers, worksite <br />leaders/stewards, to conduct union business and assist other bargaining unit employees in <br />processing grievances under the Grievance Review Procedure; provided, however, that <br />such Association members, officers, worksite leaders/stewards, and aggrieved employees <br />shall make advance arrangement with their supervisors prior to absenting themselves for <br />such purpose. The officers, worksite leaders/stewards, and aggrieved employees shall be <br />required by the City to record and report to their supervisors the work time spent in assisting <br />other bargaining unit employees pursuant to this provision of the MOU. <br />55 <br />
