While almost all <br />those served (about 95%) will be income eligible under CDBG program standards, anyone contacting us <br />regarding housing -related issues in Santa Ana will be served. Services will be provided largelyvia <br />telephone, e-mail and facsimile, from our office in Santa Ana, with in -person and walk-in services provided <br />in the community or at our office, as public health considerations allow, as needed and appropriate. Some <br />program activities, mostly education and outreach or workshops, will occur virtually or at various sites <br />within Santa Ana. Our office hours are 9:00 am to 1:00 pm and 2:00 pm to 6:00 pm, Monday to Thursday, <br />and 9:00 am to 1:00 pm and 2:00 pm to 5:00 pm every other Friday. In -person counseling will be available, <br />as public health considerations allow, and appointments are available. Community events and workshops <br />can occur on any day or time, with workshops attempted to be scheduled to accommodate clients normal <br />working hours. As demand might require we may schedule an extended operating day until 7:00 pm to <br />enhance client acess outside of normal working hours. <br />Specific services are: <br />A. FAIR HOUSING ENFORCEMENT: - Respond to 15 or more allegations of discrimination that are <br />sufficiently meritorious to open a case file. We will address all allegations of housing discrimination made <br />by current or potential Santa Ana households. If fewer than 15 case files are opened, to compensate, we <br />will perform paired, on -site audit tests of multi -family housing, substituted on a one -for -one basis. <br />B. COMMUNITY EDUCATION: - Involvement in at least 25 Santa Ana education and outreach events, either <br />presentations, virtual sessions or information tables, reaching over 400 heads of households, and about <br />1,400 residents in all. Distribute at least 3,000 pieces of educational material or information packets. Offer <br />a poster/essay contest within Santa Ana elementary schools. Hold 3 landlord workshops, with 2 in English <br />and 1 in Spanish, and 10 tenant workshops, with 4 in English, 4 in Spanish and 2 in Vietnamese. Conduct <br />presentations on landlord -tenant and fair housing laws as requested by City staff of elected officials. <br />Provide training and technical assistance to City staff as well as to real estate agents, lenders, apartment <br />managers/owners, and other housing industry professionals. <br />EXHIBIT A - Page 1 <br />
