They <br />include: Santa Anita Park, Campesino Park and, <br />Willowick Golf Course. <br /> <br />Imtit~tlomL Russell Elementary School,Hazard School <br />and Newhope School <br /> <br />A 2.7.2 Zoning <br /> <br />(Hgure Ag) shows the existing zoning designations for <br />the planning area. The area is primarily zoned for <br />Coromerclal (C-2), with Harbor Boulevard containing <br />the largest portion of C-2 properties. Additionally, <br />some areas on Harbor Boulevard are zoned Planned <br />Shopping Center (C4), Arterial Commercial (C-5) and <br />Slx, eific lX, velopment (SD). <br /> <br />Zoning for single family residential uses (R-l) is limited <br />to the four outer corner areas of the planning area. <br />Medium density multi-family (R-3) and limited multi- <br />family (R-2) residential uses are more dispersed across <br />the entire planning area. <br /> <br />The portions of Htih and First Streets included in the <br />planning area are zoned in a similar fashion to Harbor <br />Boulevard, with GeneraCommercial along the street <br />and varying residential behind. Westminster Avenue <br />does have a portion of Light Industrial (M-l) zoned <br />land located immediately adjacent to the Pacific Electric <br />right-of-way, <br /> <br />The existing zoning designations for the planning area <br />are, for the roost part, in conformance with the General <br />Plan designations for the area. The one exception to <br />this case is the area zoned Light Industrial. This indus- <br />trial zoning is not considered consistent with the resi- <br />dential/commercial designations in the immediate <br />vicinity. <br /> <br />and McFadden Avenue are desi~oated for parks, recre- <br />ational and open spaces with Commercial/Industrial <br />designations cited for alternative uses. The area located <br />west of Harbor Boulevard and south of First Street is <br />designated for a community shopping center with <br />Comroel'cial/Industrial uses allowed as an alternative. <br />The area located west of Harbor Boulevard and north <br />of Fifth Street is designated for professional and admin- <br />istrative offices with again, Commercial/Indus- trial <br />desi~ations cited as alte~ative uses. <br /> <br />A 2.7.4 Strategy Plan <br /> <br />In August 1987, the City adopted a strategy plan for the <br />redevelopment area designed to serve as a guide for <br />future development in the planning area. This plan <br />included methods to enrich the economic health of the <br />planning area with cost effective projects. The plan <br />suggested funding opportunities and highlighted the <br />area opportunities and constraints. ~ome of the goals <br />of the plan are to: <br /> <br />1. Encourge private commercial/indus- <br /> trial rehabilitation, development and capital <br /> investment. <br /> <br />2. Encourage the highest and best use <br /> of available land. <br /> <br />3. Develop vacant or underutilized land. <br /> <br />4. lroprove the market potential of Harbor <br /> Boulevard by creating a uniform commer- <br /> cial character. <br /> <br />5. Provide or ml)lace public streets, alleys, <br /> parks, sidewalks, sewer, storm drains, <br /> traftic signals, lighting systems and <br /> other public improvements. <br /> <br />A 2.?3 Redevelopment Plan <br /> <br />The North Harbor Boulevard Redeveloproent Plan <br />(Figure 2.10) was adopted by the Redeveloproent <br />Coromission and the City Council in 1982. This Plan <br />provides guidelines, implementation techniques and <br />· maps for the nxtevelopment, rehabilitation and revital- <br />ization of properties within the area. <br /> <br />The Redevelopment Plan contains several land use des- <br />ignations for the area. A roajority of the area is desig- <br />nated for residential uses. Commercial and Industrial <br />uses are dted as the alternative uses. Three areas, the <br />Willowick Golf Course, Santa Anita Park and an area <br />located west of Harbor Boulevard between First Street <br /> <br />6. Continue to pursue code enfo~-ment, in-till .. ' <br /> housing and strict propeety maintenance <br /> <br />A Z?.S Neighborhood Plans <br /> <br />The City of Santa Aha has a neighborhood improve- <br />ment program that involves development of specific <br />recommendations to address particular neighborhood <br />issues. Generally, the process defines the existing con- <br />ditions within a neighborhood and suggests improve- <br />ments and time-frames to implement iroprovements. <br />Within the planning areas, one neighborhood plan has <br />been prepared, the Santa Anita Plan.
