Retain existing low density residential zon- <br /> ing and land usage <br /> <br />Rezone First Street and Fifth Street <br />between Harbor Boulevard and Harper <br />(Susan) Street from C2 to C5; retain <br />remaining C2 zoning within the study <br />area. <br /> <br />Make alley improvements along First <br />Street and Fifth ~ and between Laurel, <br />Jackson and Harper Streets a high priority. <br /> <br />Utilize code enforcement to promote reha <br />bilitation and improvement of deteriorated <br />or unsafe properties. <br /> <br />5. Implement beautification improvements. <br /> <br />6. Improve the northern entry into Santa <br /> Anita Park. <br /> <br />7. Pave streets adjacent to Santa Anita Park. <br /> <br />Change boundaries of the Santa Anita <br />Neighborhood to extend south to <br />McFadden Avenue and east to the <br />Santa Aha River. <br /> <br />9. Locate a day care center in the neighbor <br /> hood. <br /> <br />10. Conduct traffic studies on First and Fifth <br /> Streets. <br /> <br />11. Develop buffers between commercial and <br /> residential properties. <br /> <br />12. Promote the removal of incompatible <br /> uses through redevelopment. <br /> <br />13. Place neighborhood entryways at <br /> Washington Street, Bewley Street and <br /> Jackson Street at First Street. <br /> <br /> <br />
