<br />interpretationof the paragraph in the Salary Resolution No. 3666,
<br />adopted May 2Ath, 19~8, relating to "effective date", w~s ordered
<br />
<br />spread on the Minutes, as follows=
<br />
<br /> It was and is the intent of the City Council that employees
<br />promoted or changed in classification after May l, 1948, shall be
<br />assigned the salary rate in the new position next higher than
<br />the rate of pay ih the former position.
<br /> A question of interpretation has been raised concerning the
<br />sentence "any employee who has been in the service of the City
<br />for one year or more shall receive no less than the second step
<br />in the salary range". It is and was the intent of the City
<br />Council that this sentence referred to the employment in the
<br />class of position for a period of one year or more as of May 1,194~
<br />
