City Council met in adjourned regular session. Meeting called to order by the Clerk. Present: Absent: Trustees Courtney R. Chandler, John W. Martin, Jr. Virgil H. Reed. Trustees W. J. Cheney, Allen A. Mandy. On motion of Trustee Martin, seconded by Reed and carried, Trustee Chandler was appointed Mayor Pro Tem in the absence of Mayor Mandy. In Re Hearing on Rent Decontrol Council Chamber Santa Aha City Hall. August 25, 1950. 7:30 P.M. This being the date set for hearing on rent d. econtrol, the Clerk read the Notice of Publication setting such hearing. James Walke~ counsel for the petitioners, requested that the reporter's tran- script dated May 5, 1950, on the Hearing on a Petition for Rent Decontrol,be filed as Exhibit 1 and on motion of Trustee Reed, seconded by Martin and carried, the reporter~s transcript was file [. A.G. Eldred, real estate operator, gave testimony on a survey made of housing units in the city earlier this week which showed a vacancy factor of A.7 per cent. The witness stated that members of the Realty Board making the survey contacted every 25th listing in the city directory and found 19 vacancies out of 587 investiga- tions. James Walker submitted copy of a map of Orange County made from the records in the office of the Rent Director showing local- ities where rent had been decontrolled. The map was accepted as Exhibit 2 and ordered entered into the record on motion of Trustee Reed, seconded by Martin and. carried. Testifying voluntarily in favor of rent decontrol were C. V. Robinson, ~'f. J. Julian, J.L. Quoilich, Mrs. Mabel Webster, J. J. Cottrell, Ruth Prltchard, L.A. Forshay, Elsa Armstrong, C. M. Eberhart and J. Arthur Myers. Mr. Myers submitted an article published in the Santa Ana Register, Friday, August 18, 1950, entitled "Incomes in County Jump to $2~5,257,000" for the record. On motion of Trustee Reed, seconded by Martin and carried, the article was filed as Exhibit 3. Max Rash spoke in opposition to rent decontrol. A letter was read. fro~ the Central La~or Council of Orange County opposing rent ~econtrol and Pete Kurbatoff of the TeamstersUn!ou presented the views of the Central Labor Council. The letter of the Central Labor Coun- cil of Orange County was filed as Exhibit ~ on motion of Trustee Martin, seconded by Reed and carried. James C. Monroe, Attorney presented twenty petitions with 1585 signatures attached, for the continuation of rent control and spoke on behalf of the petitioner On motion of Trustee Martin, seconded by Reed and carried, the letter of James C. Monroe and the twenty petitions were filed ae Exhibit 5. Mayor Pro Tem Chandler ordered the hearing closed. On motion of Trustee Reed, seconded by Martin and carried, action on the decontrol of rent was postponed until the next regular meeting by the following vote: Ayes, Trustees John W. Martin, Jr. Virgil H. Reed. Noes, Trustee Courtney R. Chandler. Absent, Trustees W. J. Cheney, Allen A. Mandy.
