Mandy. <br /> <br />On motion of Trustee Martin, seconded by Reed and <br />carried, Trustee Chandler was appointed Mayor Pro Tem <br />in the absence of Mayor Mandy. <br /> <br />In Re <br />Hearing on <br />Rent Decontrol <br /> <br />Council Chamber <br />Santa Aha City Hall. <br />August 25, 1950. 7:30 P.M. <br /> <br />This being the date set for hearing on rent d. econtrol, the Clerk <br />read the Notice of Publication setting such hearing. James Walke~ <br />counsel for the petitioners, requested that the reporter's tran- <br />script dated May 5, 1950, on the Hearing on a Petition for Rent <br />Decontrol,be filed as Exhibit 1 and on motion of Trustee Reed, <br />seconded by Martin and carried, the reporter~s transcript was file [. <br />A.G. Eldred, real estate operator, gave testimony on a survey made <br />of housing units in the city earlier this week which showed a <br />vacancy factor of A.7 per cent. The witness stated that members <br />of the Realty Board making the survey contacted every 25th listing <br />in the city directory and found 19 vacancies out of 587 investiga- <br />tions. James Walker submitted copy of a map of Orange County made <br />from the records in the office of the Rent Director showing local- <br />ities where rent had been decontrolled. The map was accepted as <br />Exhibit 2 and ordered entered into the record on motion of Trustee <br />Reed, seconded by Martin and. carried. Testifying voluntarily in <br />favor of rent decontrol were C. V. Robinson, ~'f. J. Julian, J.L. <br />Quoilich, Mrs. Mabel Webster, J. J. Cottrell, Ruth Prltchard, L.A. <br />Forshay, Elsa Armstrong, C. M. Eberhart and J. Arthur Myers. Mr. <br />Myers submitted an article published in the Santa Ana Register, <br />Friday, August 18, 1950, entitled "Incomes in County Jump to <br />$2~5,257,000" for the record. On motion of Trustee Reed, seconded <br />by Martin and carried, the article was filed as Exhibit 3. Max <br />Rash spoke in opposition to rent decontrol. A letter was read. fro~ <br />the Central La~or Council of Orange County opposing rent ~econtrol <br />and Pete Kurbatoff of the TeamstersUn!ou presented the views of <br />the Central Labor Council. The letter of the Central Labor Coun- <br />cil of Orange County was filed as Exhibit ~ on motion of Trustee <br />Martin, seconded by Reed and carried. James C. Monroe, Attorney <br />presented twenty petitions with 1585 signatures attached, for the <br />continuation of rent control and spoke on behalf of the petitioner <br />On motion of Trustee Martin, seconded by Reed and carried, the <br />letter of James C. Monroe and the twenty petitions were filed ae <br />Exhibit 5. Mayor Pro Tem Chandler ordered the hearing closed. <br /> <br /> On motion of Trustee Reed, seconded by Martin and carried, action <br /> on the decontrol of rent was postponed until the next regular <br /> meeting by the following vote: Ayes, Trustees John W.
