<br />~e been fu~I~ complied with by the proper bodies, officers, and
<br /> persons, and that the issue hereof has been duly authorized and
<br /> direoted bY the vote of more than two-thirds Of all the qulified
<br /> voters of the City of Santa &ns, voting at a special election
<br /> for that purpose, duly called and held by an Ordinance of the
<br /> Board of Trdatees, duly passed, approved and published, and that
<br /> provisions-has been made for the collecting of an annual tax
