The concrete next to curks, gutters, headers and side forms shall be spaded with a
flat tool, so that sufficient mortar will exude {rom the mass to form a dense and smooth
vertical surface.
Should it become necessary {rom any cause, to suspend the work for a period of one
(1) hour or more, an emergency header shall be placed at right angles to the center line
oi the pave~nent and the concrete finished to such a header. When proceeding again with
the work, this header or joint shall be treated as an expansion joint and provided with a
filler if expansion joints are noted on the plans to be used, otherwise the ioint shall be
treated as a construction joint of the type noted on the plans. In no case shall an emcrgetlcy
header be placed less than fi/teen (15) feet from the last expansion or construction joint.
Where a distance of less than fifteen'(l$) would obtain, the concrete shall be removed or
cut back to the joint

~(~I'ION 6. FINISHING.
By means of templets, rollers, floats, belts, and such other equipment as may be
necessary, the concrete shall be brought to a true and uniform surface and into a solid,
dense and compact mass. The surface, after final finishing, shall be free from any unevenness
greater than ene=fourth (~.{) inch, measured from a straight edge ten (10) feet in length,
placed on the sur/ace of the concrete parallel to the center line.
Finishing shall be done in the following manner:
(a) Immediately after pouring, the concrete shall be tamped by means of a templet
of approved design, built rigidly and conforming to the true cross-section of the finished
pavement, and used at right angles to the center line of the street. It shall then be struck
off with tl!_e same templet and retamped until the concrete has become a solid compact mass
with an even sur/ace. All excess material shall be moved ahead and any low point appear-
ing during the tamping shall be filled and retamped. As soon as possible, all headers that
require removal shall be removed and the space filled with concrete carefully tamped to
grade.
Within fifteen (15) minutes after the above tamping process, the surface shall be
rolled transversely ~vith an iron roller. Said roller shall be not less than five (5) feet nor
more than eight (8) feet in length and not less than eight (8} inches nor more than twelve
(12) inches in diameter, and shall weigh (including the weight of fastenings) not more than
twenty-five (25) pounds nor less than fifteen (15) pounds per foot of length of roller. The
roller shall be round and smooth with a straight edge surface.
The roller shall be operated from one edge o£ the pavement to the other at such an
Ingle with the center line that it will advance not more than one-half (~) the length of
the roller each time across. The roller shall not be fouled with earth or other material.
After the rolling process has covered a section of the pavement as above described, it
shall be similarly rolled at intervals not to exceed thirty (~0) minutes until all excess water
is removed.
(c) After the rolling process and when the concrete surface has reached the proper
consistency, the surface shall be floated, using a straight edged wooden templet of not
less than twelve (12) nor more than twenty (20) feet in length, with a floating or smooth-
ing surface of not less than six (6) nor more than ten (10) inches in width, using the
templet with its length parallel to the center line of the street. The straight edged templet
shall be operated from two bridges and from the sides toward the center, smoothing down
the high places and filling up the low places by a planing process. Low places which can-
not be filled by the planing process shall be filled with additional concrete and again
floated with the straight edged templet
(d) The final finishing of the sur£nce shall be accomplished by using a canvas belt
of not less fhan six (6) ply and not less than ten (10) inches wide and having a length
of at least two (2) feut grenter ,t,s~ the width of th~ pa~eesent !,~iately following
