RESOLUTION NO. 2815 <br />RESOLUTION RELATIVE TO PEDDLER'S LICENSES~ <br /> <br />BE IT RESOLVED BT THE CITY COUNCIL OF THE CITY OF SANTA ANA: <br /> <br /> WitEREAS, the present laws of the State of California, known as Sections <br />3386 and ~041.14 of the Political Code, pertaining to veterans free license for <br />peddling, hawking, vend~g or sell.tug, are inadequate to meet present conditions <br />in that they permit high-powered salesmen to travel from county to county forcing <br />products of questionable value on the public, to the dotriment of the public,' <br />and <br /> <br /> WHEREAS, the laws of the State of California allow persons to wear <br />caps, uniforms and veterans insignia while peddling goods of questionable value <br />on street corners and otherwise, and <br /> <br /> WHEREAS, this form of selling is an imposition upon the public and <br />creates undesirable criticism of veterans and veterans organizations, and <br /> <br /> WHEREAS, there is now proposed a resolution by the various veterans <br />organizations requesting our State Legislature to enact laws amending the <br />2~iltta~y and Veterans Code to contain the above recitations of the above Politica~ <br />Code Sections as wet forth in this Resolution. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that s~td action of ~e veterans <br />organizations requesting said amendments is heartily approved, wherein and whereb <br />said ~ilitary and Veterans Code may be amended to provide in effect: <br /> <br /> (1) That before a veteran is entitled to a free license he must have <br />established a residence for at least ninety (90) days in the County wherein <br />application is made for such license. <br /> <br /> (2) That a provision be enacted making it unlawful for auy person <br />peddling, hawking, vending or selling any product to wear or display any uniform, <br />cap, or ~ther insignia of any veterans organization or slm~latin~g or copying any <br />military or naval insignia, uniform or part thereof. This shall not prevent <br />the w earing of a lapel button and shall not prevent duly accredited members of <br />a veterans organization from wearing the uniforn~ of such organization in sell~ng~ <br />vending, hawking or peddling goods, if he be duly authorized by such organization <br />so t o do and shall be work~ng on behalf of such organization. <br /> <br /> BE IT~URTHER RESOLVED that a copy of this Resolution be respectfully <br />submitted to the members of the State Legislature representing the people of the <br />County of 0range, when and if the various veterans organizations shall have <br />adopted similar Resolutiomrequesting amendments accordingly and by the Department <br />Convention of the year 1940. <br /> <br /> PASSED AND ADOPTED by the City Council of the City of Santa Aha at <br /> <br />its regular m2eting held on the 17th day of June, 1940. <br /> <br />ATTEST: <br /> <br />E.
