RESOLUTION NO. 2815 RESOLUTION RELATIVE TO PEDDLER'S LICENSES~ BE IT RESOLVED BT THE CITY COUNCIL OF THE CITY OF SANTA ANA: WitEREAS, the present laws of the State of California, known as Sections 3386 and ~041.14 of the Political Code, pertaining to veterans free license for peddling, hawking, vend~g or sell.tug, are inadequate to meet present conditions in that they permit high-powered salesmen to travel from county to county forcing products of questionable value on the public, to the dotriment of the public,' and WHEREAS, the laws of the State of California allow persons to wear caps, uniforms and veterans insignia while peddling goods of questionable value on street corners and otherwise, and WHEREAS, this form of selling is an imposition upon the public and creates undesirable criticism of veterans and veterans organizations, and WHEREAS, there is now proposed a resolution by the various veterans organizations requesting our State Legislature to enact laws amending the 2~iltta~y and Veterans Code to contain the above recitations of the above Politica~ Code Sections as wet forth in this Resolution. NOW, THEREFORE, BE IT RESOLVED that s~td action of ~e veterans organizations requesting said amendments is heartily approved, wherein and whereb said ~ilitary and Veterans Code may be amended to provide in effect: (1) That before a veteran is entitled to a free license he must have established a residence for at least ninety (90) days in the County wherein application is made for such license. (2) That a provision be enacted making it unlawful for auy person peddling, hawking, vending or selling any product to wear or display any uniform, cap, or ~ther insignia of any veterans organization or slm~latin~g or copying any military or naval insignia, uniform or part thereof. This shall not prevent the w earing of a lapel button and shall not prevent duly accredited members of a veterans organization from wearing the uniforn~ of such organization in sell~ng~ vending, hawking or peddling goods, if he be duly authorized by such organization so t o do and shall be work~ng on behalf of such organization. BE IT~URTHER RESOLVED that a copy of this Resolution be respectfully submitted to the members of the State Legislature representing the people of the County of 0range, when and if the various veterans organizations shall have adopted similar Resolutiomrequesting amendments accordingly and by the Department Convention of the year 1940.
