T~, Section 1556 of the Militar7 and Veterans Oode, <br />Ohapter 520, Statutes of 15~, provides: <br /> <br /> #The Oalifornia 8tare War Oouncil shall establish by <br />rule and reEulation various classes of civilian defense <br />workers and the scope of the duties of each class. The <br />California State War Council shall also adopt rules end <br />re~lations prescribing the manner in which civilian de- <br />fense workers of each claes are to be registered. All <br />such rules and regulations shall be designed to facili- <br />tate the paying of workmen* s compensation,n, and <br />~EAS, the California State War Council on October 7, <br />15~], ~doptsd rules and re~ulations establishing classes of civil~n <br />defense workers, the scope of the duties of each claes and the <br />manner of registration of such workers, and <br /> <br /> WHEREAS, Section 1557 of the Military and Veterans 0ode, <br />0hapter 920, Statutes of 1543, provides: <br /> <br /> #Any civilian defense organization which both agrees <br /> to follow the rules and regulations established by the <br /> California State War 0ouncil put.dent to the provisions <br /> of Section 1556 of this code and substantially complies <br /> with such rules and regulations shall be certified by <br /> the 0alifornia State War 0ounoil. Upon making the <br /> certification, and not before, the civilian defense <br /> organization becomes an accredited civilian defense <br /> organization. ~ , and <br /> <br /> ITHEI~EAS, the 0ity of Santa Ana has registered and will <br />hereafter register civilian defense workers for participation in <br />either civilian protective services or civilian war services, and <br /> <br /> <br />
