White having "On sale <br /> beer and wine and On sale distilled spirits"licenses; and <br /> <br /> ~HEREAS, said complaint was filed at the request of Major <br /> F. W. Howard, U.B.M.C. Security Officer at the E1 Toro Marine Base, <br /> aa the result of a report from Captain Sweet, U.B.M.C.; and <br /> <br /> WHERF~AB, the Marine officers feel that it is for the best <br /> interests and security and the well being of the City of Santa Ana <br /> that an early hearing be had on the complaint filed as heretofo~ <br /> mentioned; and <br /> <br /> WHEREAS, under the regulations of the Board of Equalization <br /> and under provisions of the state law, a hearing on the complaint <br /> herein mentioned would normally follow in from two to three' weeks <br /> after the filing thereof; and <br /> <br /> WHEREAB, under the provisions of Section 40.5 of the Al- <br />coholic Beverage Control Act, a complaint made by the City Council <br />certifying that public welfare requires an immediate hearing, action <br />on the complaint herein mentioned could be taken within five days; an~ <br /> <br /> WHEREAS, there is danger that unless the City of Santa Aha <br />takes necessary action under Bectlon 40.5 of Alcoholic Beverage Con- <br />trol Act that the City of Santa Ana may be placed "out of bounds" <br />to Marines attached to the E1 Toro Base which, in the opinion and <br />Judgment of the City Council of Santa Aha, would irreparably affect <br />the interests of the businessmen and citizens of said city. <br /> <br /> NOW, THEREFORE, BE IT REBOLVED, that the City Council of <br />the City of Santa Aha determine and they do hereby determine that <br />public welfare requires an immediate hearing of the complaint filed <br />against the cafe licensed to Hays D. White having "On sale beer and <br /> <br /> <br />
