357 <br /> <br /> The ~oa~d of Trustees of <br /> <br />as follows: <br /> <br /> Ssction I. The Term air craft <br />shall include every kind of vehicle <br /> <br />the City of Smuts Aria, do ordain <br /> <br /> as used ir, this Ordinance <br /> or structure iDtended for <br /> <br />use as a means of transporting passengers or goods in the air, in- <br />eluding any airplane, hydro-aeroplane, sea plane dirigible <br />free balloon, or other apparatus propelled by current or by power <br />or motor contained in such apparatus. <br /> <br /> The term "pilot" shall include every person who zeing in or <br />upon any air craft or anything attached taareto undertakes to <br />direct its assent, flio:ht, course or descent. The ~-ord "flight" <br />shall i~clude every kind of locomotion by air craft. A "known, <br />established, recognized field or place of landing" shall mean a <br />public or private field or place of landing where the landing <br />of air craft i? permitted by the owners thereof and such tract <br />is publicly known. <br /> <br /> An "emergency place of landing" is any place ~here landing <br />may be effected in an emergency without endangering in any w~y <br /> <br />life or property on such place of landing. "limits of towns, shs!] <br />mean the land or air above the ]an~". <br /> <br /> ~ection II. Every air craft shall et all times ,,,hen in use <br /> <br /> pr operation above the City of Santa Ans~ hav~ displayed thereon in <br /> a conspicuous place, markers in figures not le~s than three feet <br /> %n height and in.a position to Oc distinguishable from the ground <br /> <br />.at a reasonable e~ltitude. <br /> <br /> Section III. No air craft over the limits of the City of <br /> Santa Aha shall ce guided or control]ed by the pilot i~ a manner <br /> designed to ~v~ any demonstration of tric flying or aerial acro- <br /> batics or be given any manipulation of the controlls which may ~nd <br /> <br /> to divert the air ~ : <br /> .ra.t from a normal flight with every consider- <br /> <br /> etlon for stability smd safety, except above a known, established, <br /> recognized field or place of landing; and no air craft shal1 fly <br /> <br /> tn~n that <br /> over any part or section of said City at a height lo,~,er ' ' <br /> <br /> enablihg said air craft to glide in any emergency at all times to <br /> a known, est~±l~¢~d, or recognized open or unobstructed place on <br /> lsn~ or water; nor in flying within the limits of cai~ Cit~; ~hal] <br /> air craft, under any circumstance~ fly at s height lower than two <br /> thoua~nd feet, ewcept at the beginning or e~d of a flight. <br /> <br /> S~ction IV. No per,on in an~ air craft shall cause or rep- <br /> mit to be thrown out , discharged, or droppgd any ballast, in- <br /> struments, tools, c~ntainers, hand bills, circulars, cords or <br /> other matter, unless it be directly over place established for that <br /> purpose and all equipment carried in air craft shal~ be securely <br /> <br /> <br />
