ORDINANCE NO. 8~8 <br /> <br /> AN ORDINANCE OF THE CITY oF SANTA ANA, <br /> ESTABLISHING A "PAY-ROLL ACCOUNT", PRE- <br /> SCRIBING THE SOURCE FROI~ WHICH SAID "PAY- <br /> ROLL ACCOUNT" SHALL BE TRANSFERRED, AND <br /> DESIGNATING THE ~IETHOD OF P~NENT OF <br /> DEMANDS THEREFROM. <br /> <br /> The City Council of the City of Santa Ana do ordain <br />as follows: <br /> <br /> Section 1. That there is hereby created a Pay-roll <br />Account for the City of Santa Ana and the moneys therein shall <br />be transferred from the various funds heretofore established <br />in said city, upon order of the City Council to meet the <br />anticipated pay-roll for the respective departments out of <br />which such payments should be made. <br /> <br /> Section 2. That all demands or warrants for <br />salaries heretofore fixed by the City Council, or which may <br />hereafter be provided for by the legislative body of said <br />city, toget~ber with all wages for employees performing work <br />or labor for said city, and whose demands have been approved <br />by the City ~anager of said city shall be paid out of the Pay. <br />roll Account by warrants signed by the City Clerk or the Chief <br />Deputy Clerk, and countersigned by the City Manager or the <br />Secretary to the City Manager, provided, however, that no <br />check upon said Pay-roll Account shall be valid unless either <br />the City Clerk or City ~anager shall sign the same. That <br />said checks may be drawn upon said Pay-roll Accent at any <br />time of the month during which said work and labo~ fo~ said <br />city was performed, when payment for the same shall be due. <br /> <br /> Section 3. That all demands for wages or salaries <br />paid from the Pay-roll Account as hereinbefore provided for <br />shall be audited by the Finance Committee of the City Council <br />and approved by said City Council in the same form and manner <br />as other demands against said city, at the first regular <br />meeting of the month following the filing of such demands and <br />the said demands charged against the respective funds from <br />which the same should be paid, and the City Manager and the <br />Citl~ Clerk shall be liable thereon as hereinafter provided fo~ <br />for any payment made from the Pay-roll Account which the ssi d <br />City Council shall not approve as aforesaid. <br /> <br /> Section 4. That the City Clerk and the City Manager <br />of said city shall each furnish a good and sufficient bond <br />approved by the City Council in favor of the City of Santa Aha <br />in addition to the bond now required of either of said officers <br />to cover the duties perfo~ned by them under this ordinance, in <br />the penal sum of ten thousand dollars ($10,000.00)which bonds <br />shall be filed with the ~ayor of the City cf Santa Ans. <br /> <br />Section S.
