ORDINanCE NO. ~0~6 <br /> <br />AN ORDINANCE ESTABLISHING RULES GOVERNING <br />THF PR~CEOURE OF'THE CITY COUNCIL OF THE <br />CITY OF ~ANTA ANA. <br /> <br />THE COUNCIL OF THE CITY OF SANTA ANA DO ORDAIN AS FOLI. O~B: <br /> <br /> SECTION l: The newly elected City Council shall convene at their first <br />meeting i~e~iately following the adjournment of the prior council on the 3rd Monday <br />in each April, during which month a general municipal electicn has been held. The <br />newly elected council shall proceed to organize by electing one of their members as <br />Mayor of the City. The City Clerk shall receive and put the motion to elect such <br />Mayor, who shall in~nediately become the presiding officer of the City Council. <br /> <br /> SECTION 2: The regular meetings of the City Council of the City of Santa Ana <br />shall be held on the 1st and 3rd M~ndays of each month, and shall convene at the hour <br />of 7:30 o'clock P.M. In the event any such Monday is a legal holiday, the City <br />Council shall convene on the 1st day thereafter which is not a legal holiday, at the <br />hour of 7:30 o'clock P.M. <br /> <br /> SECTION 3: The Mayor shall preside at all meetings of such City Council, <br />and at the hour set for convening the same, shall call the members to order, and procee, <br />with the business before thc Council. In the absence of the Mayor, a Chairman pro- <br />t.empore shall be chosen by the members present, with the City Clerk acting as the <br />presiding officer for such purpose, and such Chairman pro ~empore shall have the power <br />and perform the duties of the Mayor only during the day on which such meeting is hel~, <br />and during such time shall be acting Mayor of the City of Santa Aha. In case the Mayo~ <br />shall appear at the me~ting and take his seat thereat, the power of the acting Mayor, ag <br />such, shall cease. Nothing in this Ordinance shall be construed to prevent the Mayor <br />or acting Mayor from casting his vote upon each and every matter that comes before <br />the board, whether there be a tie or not; and nothing in this ordinance shall be <br />construed to permit the Mayor or acting Mayor to have a d~ciding vote after he has <br />already voted. <br /> <br /> SECTION 4: The Mayor or acting Mayor shall decide all questions of <br />parlis~nentary procedure, subject to appeal to the City Council, and all appeals shall <br />be decided by a majority vote of the members present. No matter shall be acted upon <br />except by the agreed vote of at least three members of the City Council. <br /> <br /> ~ECTION 5: The presiding officer shall propound all questions in the order <br />in which they are moved, and shall consider a motion to adjourn always in order, unless <br />a member has the floor, or a question has been put and not decided. A motion to <br />adjourn is not debatable. <br /> <br /> SECTION 6: The order of business before the City Council shall be such as <br />shall be decided by the Mayor of the City of Santa Aua, subject to appeal to the Counci~ <br />but shall, unless particular circumstances require or indicate that other procBdure is <br /> <br />preferable, be <br /> (a) <br /> (b) <br /> (c) <br /> (d) <br /> (e) <br /> <br />as follows: <br />Reading of minutes of meetings held <br /> <br />Communications and petitions. <br /> <br />Reports of standing committees. <br /> <br />Reports of special committees. <br /> <br />Reports of City Officers. <br /> <br />since <br /> <br />the last regular meeting. <br /> <br /> <br />
