Council to whom any al~bject may be referred, to report thereon at the next regular <br />meeting of the Council unless especially directed otherwise. All reports may be <br />required by the Council to be reduced to writing, and signed by the Committee. <br />Special committees may be appointed froE members of the Council from time to time as <br />occasion requires, to terminate upon reporting. <br /> <br /> SECTION 9: When a member wishes to speak, he shall address the presiding <br />officer, confine himself to the question under debate, and avoid personalities. <br /> <br /> S~. CTION 10: All motions shall be reduced to writing if requested by a member <br />of the Board, and when a motion has once been carried o~ lost it shall be in order for <br />a member, voting with the majority to move a reconsideration, provided that no more <br />tha~ one motion for 'a reconsideration of any vote shall be entertained, and the <br />reconsideration shall not be had or motion stated later than at the next regular meet- <br />ing of said Council, and provided that notice thereof must be given at the meeting at <br />which the motion to reconsider was carried or lost. <br /> <br /> SECTION ll: Every member present shall give his vote when a question is put, <br />unless the Coun'cil, for special reasons, excuse him. <br /> <br /> SECTION 12: Said Council and the presiding officers thereof shall have <br />authority to preserve order, and may direct the Chief of Police or any Police Officer <br />present to remove any and all disorderly persons or members from the presence of the <br />Council. Said Council may compel the attendance of any member and may impose a fine <br />of not more than ten dollars ($10.00) for neglect of attendance or disorderly conduct. <br /> <br /> SECTION 15: Tn all matters not herein particularly specified for parliamentar <br />precedure, Robert's Rules of Order shall be followed. <br /> <br /> SECTION 14: That Ordinance No. 10 entitled "AN ORDINANCE ESTABLISHING RULES <br /> <br />GOVERNING THE PROCEE~IN~ OF~ THE BOARD OF TRUSTEES OF THE TOWN OF SANTA ANA", and <br /> <br />Ordinance No. 218, entitled "AN ORDINANCE FIXING THE TIME FOR THE REGULAR MEETINGS OF <br /> THE BOARD OF TRUSTEES OF THE CITY OF SANTA ANA", are hereby repealed. <br /> <br /> SECTION 15: The City Clerk shall certify to the passage of this ordinance <br />and shall cause the same to be published in three consecutive issues of the SANTA <br />ANA DAILY EVENING REGISTER, a daily newspaper, printed, published and circulated in <br />the City of Santa Aha, and hereby designated for that purpose, and thirty (30) days <br />thereafter shall take effect and be in force. <br /> <br /> PASSED AND ADOPTED by the Council of the City of Santa Aha at its regular <br />meeting held on the l~h day of May, <br /> <br />ATTEST: <br /> <br />E.
