<br />Phong brings nearly 40 years of invaluable experience in engineering plan review
<br />within Southern California. Throughout his extensive career, he has honed his
<br />expertise in examining plans encompassing a wide array of projects, including
<br />streetscape, storm drain, sewer, water, grading, and erosion control designs.
<br />His profound understanding of the intricacies of the typical City infrastructure
<br />and his familiarity with the processes of the clients such as City of Los Angeles
<br />and Ontario make him an invaluable asset to the project team. Phong's wealth
<br />of knowledge and adeptness at navigating the complexities of municipal

<br />RELEVANT EXPERIENCE
<br />City of Los Angeles, Bureau of Engineering, Landside Access
<br />Modernization Program. Project Engineer/Plan Checker. Phong has been
<br />working on various B-permit plan check projects for over 35 years, including
<br />Harris' recent contract to provide the plan check support for the City's Los
<br />Angeles World Airports (LAWA) LAMP project to provide a reliable commute
<br />to the airport and a world -class traveler experience. Major elements of
<br />this project include an elevated 2.25-mile Automated People Mover, two
<br />Intermodal Transportation Facilities, a Consolidated Rent -a -Car facility,
<br />and a comprehensive series of roadway improvements to alleviate traffic
<br />congestion in and around airport facilities. Working closely with the Bureau
<br />of Engineering's LAMP team, Phong and the Harris has reviewed dozens of
<br />large roadway realignments, storm drain improvements, sewer rehabilitations,
<br />and other LAWA infrastructure for compliance with LA BOE standards, design
<br />guidelines, and manuals.
<br />City of Ontario, On -Call Plan Checking, Map Checking, and City
<br />Surveyor's Services. Plan Check Engineer. Phong works collaboratively
<br />with City staff to provide comments in -line with project conditions of approval,
<br />Specific Plan, and Master plan as adopted by the City. His extensive
<br />development background gives him excellent insight into City standards, design
<br />constructability, and clear conveyance of his comments. Services include
<br />coordination with Applicants, review of improvement plans (street, traffic
<br />signals, and street striping/signing, water, recycled water, sewer, and storm
<br />drain); reports (WQMP & hydrology); and cost estimates.
<br />City of Clayton, City Engineer Services. Plan Check Engineer. Harris is
<br />providing Contract City Engineer services for the City and is responsible for
<br />development review and conditioning of all development work that is proposed
<br />within the City. Phong coordination with Applicants, review of improvement
<br />plans (street, traffic signals, and street striping/signing, water, recycled water,
<br />sewer, and storm drain), reports (WQMP & hydrology), and cost estimates.
