Police Department <br />www.santa-ana.org/pd <br />Item # 17 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Staff Report <br />August 6, 2024 <br />TOPIC: Rotational Towing and Storage Services <br />AGENDA TITLE <br />Second Amendments to Agreements for Rotational Towing and Storage Services <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute second amendments to the agreements with the <br />following contractors to allow two one-year extensions to the term and exercise the first <br />extension option from September 1, 2024 through August 31, 2025, and to increase the <br />compensation fee schedule for rotational towing and storage services: <br />1. Standard Enterprises, Inc. dba To' and Mo' (Agreement No. A-2024-XXX); <br />2. Greater Southern California Towing, Inc. (Agreement No. A-2024-XXX); <br />3. B&D Towing, Inc. (Agreement No. A-2024-XXX); and <br />4. MetroPro Road Services, Inc. (Agreement No. A-2024-XXX) <br />GOVERNMENT CODE §84308 APPLIES: Yes <br />DISCUSSION <br />The Santa Ana Police Department routinely encounters the need to have vehicles <br />towed or stored for a variety of reasons and utilizes private sector partners skilled in the <br />area of towing operations to accomplish this objective. Towing services may include, but <br />are not limited to, towing vehicles from public or private property at the direction of <br />Police Department employees, owner's request for a tow made via the Police <br />Department, the storage of vehicles, the secure storage of vehicles containing <br />evidentiary value, debris clean-up and removal, recovery services, and administrative <br />oversight of vehicles in the custody of the contractor. <br />On April 29, 2021, the City issued Request for Proposals (RFP No. 21-060) for Police <br />Rotational Towing and Storage Services. On August 17, 2021, the City Council <br />approved a three-year agreement with four successful proposers (Standard Enterprises, <br />Inc. dba To' and Mo', Greater Southern California Towing, Inc., B&D Towing, Inc., and <br />MetroPro Road Services, Inc.) to provide these services on a rotational basis. <br />
