South Coast Technology Center Project <br />CEQA Exemption 15183 <br />Goals Project Consistency Analysis <br />Community -wide Energy Measures <br />Measure: Property Assessed Clean <br />Consistent. As discussed in the City's CAP, PACE is an energy <br />Energy (PACE) Financing for <br />efficiency financing program that promotes the implementation of energy <br />Commercial Properties. <br />efficient features and renewable energy generation by providing financing <br />opportunities for commercial property owners. The proposed Project <br />would exceed the requirements of the most current and applicable Title <br />24 standards, which include energy efficiency standards. As such, <br />development of the proposed Project could utilize PACE financing to help <br />implement the energy efficiency standards as required in the most current <br />and applicable Title 24 standards. Therefore, the proposed Project would <br />be consistent with the CAP's measures related to PACE financing. <br />Measure: Solar Photovoltaic Systems <br />Consistent. As discussed above, the proposed Project would include <br />— New Private Installs. <br />solar -ready roofs for all buildings and would exceed Title 24 standards by <br />10 percent. As such, the proposed Project would be consistent with this <br />goal. <br />Measure: Benchmarking and Retro- <br />Consistent. This measure directs the City to develop an ordinance <br />commissioning. <br />requiring that all nonresidential buildings larger than 10,000 square feet <br />report their Energy Star Portfolio Manager results every seven years, and <br />that buildings with a score of less than 75 must complete retro- <br />commissioning. When this measure becomes applicable, the Project <br />buildings would be required to comply with it. As such, the proposed <br />Project would be consistent with this measure. <br />Measure: Title 24 Energy Efficiency <br />Consistent. As previously discussed, the proposed Project would exceed <br />Standards — Commercial. <br />Title 24 requirements by 10 percent. As such, the proposed Project would <br />be consistent with this measure. <br />Solid Waste, Water, and Wastewater <br />Measures <br />Measure: AB 341 Commercial and <br />Consistent. The proposed Project would implement a recycling system in <br />Multifamily Recycling. <br />accordance with state and local regulations, including the mandatory <br />commercial recycling under AB 341. Additionally, the proposed Project <br />would comply with SIB 1383, which aims to recycle or compost 75 percent <br />of waste by 2025. As such, the proposed Project would be consistent with <br />this measure. <br />Measure: Food Waste Digestion. <br />Consistent. SIB 1383 establishes targets to achieve a 50-percent <br />reduction in the level of Statewide organic waste disposal from 2014 <br />levels by 2020 and a 75-percent reduction by 2025. The law establishes <br />an additional target that not less than 20 percent of currently disposed <br />edible food is recovered for human consumption by 2025. The proposed <br />Project would comply with local and regional regulations and recycle or <br />compost 75 percent of waste by 2025 pursuant to SIB 1383. As such, the <br />proposed Project would be consistent with this measure. <br />Measure: Rainwater Harvesting. <br />Consistent. As discussed, the proposed Project includes water efficient <br />irrigation and drought -tolerant plants in the landscaping plans. The <br />proposed Project would also reduce the amount of turf currently on the <br />Project Site. As such, the proposed Project would be consistent with this <br />measure. <br />Measure: Turf Removal. <br />Consistent. As discussed in the City's CAP, natural turf is one of the <br />most water -intensive features of landscaping. The removal of natural turf <br />would help reduce overall water consumption in the City. As discussed, <br />the proposed Project includes water efficient irrigation and drought - <br />tolerant plants in the landscaping plans. The proposed Project would also <br />reduce the amount of turf currently on the Project Site.
