South Coast Technology Center Project <br />CEQA Exemption 15183 <br />4.13.3 Conclusion <br />The Project is consistent with buildout of the General Plan Update. Upon implementation of RR <br />NOI-1 through RR NOI-3 and GPU EIR MM N-1 and MM N-4, the proposed Project would not <br />have any specific effects which are peculiar to the Project or the Project Site. There are no Project <br />specific impacts or potentially significant off -site or cumulative impacts that the GPU PEIR did not <br />analyze, and there are no new significant or substantially more severe impacts to noise and <br />vibration than anticipated by the GPU PEIR. <br />4.13.4 Applicable GPU PEIR Regulatory Requirements/Mitigation Measures: <br />RR NOI-1: California Building Code: The California Building Code (CBC), Title 24, Part 2, <br />Volume 1, Chapter 12, Interior Environment, Section 1207.11.2, Allowable Interior <br />Noise Levels, requires that interior noise levels attributable to exterior sources shall <br />not exceed 45 dB in any habitable room. The noise metric is evaluated as either <br />the day -night average sound level (Ldn) or the community noise equivalent level <br />(CNEL), consistent with the noise element of the local general plan. <br />The State of California's noise insulation standards for non-residential uses are <br />codified in the California Code of Regulations, Title 24, Building Standards <br />Administrative Code, Part 11, California Green Building Standards Code <br />(CALGreen). CALGreen noise standards are applied to new or renovation <br />construction projects in California to control interior noise levels resulting from <br />exterior noise sources. Proposed projects may use either the prescriptive method <br />(Section 5.507.4.1) or the performance method (Section 5.507.4.2) to show <br />compliance. Under the prescriptive method, a project must demonstrate <br />transmission loss ratings for the wall and roof -ceiling assemblies and exterior <br />windows when located within a noise environment of 65 dBA CNEL or higher. <br />Under the performance method, a project must demonstrate that interior noise <br />levels do not exceed 50 dBA Leq(1hr). <br />RR NOI-2: Construction Noise Sources: Section 18-314(e) of the Santa Ana Municipal Code <br />prohibits construction activities to the hours of 7:00 AM to 8:00 PM Monday through <br />Saturday. <br />RR NOI-3: Stationary Noise Sources: Section 18.312 of the Santa Ana Municipal Code <br />establishes standards for stationary noise sources. <br />MM N-1: Construction contractors shall implement the following measures for construction <br />activities conducted in the City of Santa Ana. Construction plans submitted to the <br />City shall identify these measures on demolition, grading, and construction plans <br />submitted to the City: The City of Santa Ana Planning and Building Agency shall <br />verify that grading, demolition, and/or construction plans submitted to the City <br />include these notations prior to issuance of demolition, grading, and/or building <br />permits. <br />• Construction activity is limited to the hours: Between 7 AM to 8 PM Monday <br />through Saturday, as prescribed in Municipal Code Section 18-314(e). <br />Construction is prohibited on Sundays. <br />July 2024 Page 85 <br />
