South Coast Technology Center Project <br />CEQA Exemption 15183 <br />4.16.3 Conclusion <br />The Project is consistent with the General Plan Update and would not have any specific effects <br />which are peculiar to the Project or the Project Site. There are no Project specific impacts or <br />potentially significant off -site or cumulative impacts that the GPU PEIR did not analyze, and there <br />are no new significant or substantially more severe impacts to recreation than anticipated by the <br />GPU PEIR. <br />4.16.4 Applicable GPU PEIR Regulatory Requirements/Mitigation Measures: <br />No GPU PEIR regulatory requirements or mitigation measures apply. <br />4.17 Transportation <br />4.17.1 GPU PEIR Findings <br />The GPU PEIR determined that buildout of the General Plan Update would not conflict with a <br />program, plan, ordinance, or policy addressing the circulation system with implementation of RR <br />T-1. RR T-1 requires the City to design and operate a balanced multimodal circulation system <br />network with all users in mind including bicyclists, public transportation vehicles and riders, and <br />pedestrians of all ages and abilities. The General Plan Update incorporates future networks and <br />policies related to supporting transit, bicycles, and pedestrians in the City, which are consistent <br />with regional and local planning efforts supporting these modes of travel. The GPU PEIR also <br />determined that implementation of the General Plan Update would result in a reduction of VMT <br />per service population in comparison to existing conditions at the time the GPU PEIR was <br />prepared and would achieve a VMT per service population of at least 15 percent lower than the <br />County VMT per service population. In addition, the GPU PEIR also determined that buildout of <br />the General Plan Update would not substantially increase hazards due to a geometric design <br />feature or result in inadequate emergency access with compliance with the City's circulation plan <br />and roadway design guidelines, the California Manual of Uniform Traffic Control Devices design <br />guidelines, the policies in the City's Mobility Element, and with implementation of RR T-2. RR T- <br />2 requires projects pursuant to the General Plan Update to implement fire protection requirements <br />as detailed in the Orange County Fire Authority's (OCFA) Fire Prevention Guidelines and the <br />California Fire Code. Overall, impacts related to transportation were determined to be less than <br />significant. <br />4.17.2 Project Analysis <br />CONSISTENCY WITH APPLICABLE PROGRAM, PLAN, ORDINANCE, OR POLICY <br />The Project does not propose changes to the existing circulation system in the Project area. <br />Pedestrian circulation for the proposed Project would continue to be provided via existing public <br />sidewalks along Lake Center Drive and Susan Street within the vicinity of the Project Site. There <br />are no bike paths, bike lanes, or bus routes along Lake Center Drive and South Susan Street <br />adjacent to the Project Site. Additionally, based on the existing traffic and pedestrian volumes, <br />current intersection geometrics, and review of the accident data, the installation of a traffic signal <br />at the intersection of Alpine Street/Lake Center Drive at MacArthur Boulevard would not be <br />warranted.ao,a, Moreover, according to SAMC Chapter 36, Article XIII, Transportation <br />40 Linscott, Law & Greenspan, Engineers, Traffic Signal Warrant Analysis for Alpine Streeftake Center Drive at <br />MacArthur Boulevard, January 19, 2024. <br />41 The Traffic Signal Warrant Analysis was conducted for a project with three industrial buildings totaling 325,044 <br />square feet. However, since the completion of the analysis, the total building square footage has been reduced to <br />313,244 square feet.
