South Coast Technology Center Project <br />CEQA Exemption 15183 <br />Management Plan. The WQMP describes site design and drainage. Moreover, according to <br />Attachment I, Preliminary Drainage and Hydrological Study, the proposed Project would increase <br />imperviousness but due to modifications in stormwater flow paths within the Project Site, peak <br />runoff produced from the site is expected to decrease or remain the same as existing conditions. <br />The Drainage Study determined that the proposed Project has been designed to effectively <br />capture and convey the Project's storm water to the existing/public systems during a 10-year <br />storm, utilizing a new on -site storm drain system that would collect surface water from the on -site <br />BMP catch basins. The system would continue the flow patterns of the existing conditions by <br />utilizing the street's infrastructure and an on -site storm drain system. Therefore, consistent with <br />the General Plan Update, impacts related to stormwater drainage would be less than significant. <br />Regarding solid waste, the proposed Project would include the demolition of existing buildings <br />and pavement on -site, which would generate 8,400 tons of crushed concrete and 2,100 tons of <br />crushed a/c paving during construction. The proposed Project would minimize construction waste <br />by complying with the CALGreen Code, which requires new development projects to submit and <br />implement a construction waste management plan in order to reduce the amount of construction <br />waste transported to landfills (RR U-7). During operation, the proposed Project would also <br />generate waste typical of industrial and warehouse uses. Any recyclable or green waste would <br />be diverted from landfills, in compliance with RR U-8 and AB 341. As discussed in the GPU PEIR, <br />existing landfills have adequate capacity to serve the City, including the proposed Project. <br />Therefore, consistent with the General Plan Update, impacts related to solid waste would be less <br />than significant. <br />The proposed Project would require electricity for construction and operation of the Project. The <br />proposed Project would not use natural gas during operation and natural gas is generally not <br />required to power construction equipment. As summarized under Section 4.6, Energy, the Project <br />would not result in substantial energy consumption. The proposed Project would also comply with <br />existing regulatory requirements, including the 2022 Title 24 Building Energy Efficiency <br />Standards. The 2022 Title 24 provides minimum efficiency standards related to various building <br />features, including appliances, water and space heating and cooling equipment, building <br />insulation and roofing, and lighting. Specifically, the Project would install energy efficient <br />appliances (RR U-11), and high efficiency lighting that would exceed the 2022 Title 24 standards <br />by 10 percent (RR U-10). Additionally, the Project would be required to pay connection and <br />ongoing user fees to SCE and SoCalGas to offset Project impacts on existing dry utility services <br />and resources. Thus, impacts with regards to other utilities would be less than significant. <br />Therefore, the Project would not result in new or substantially more severe impacts compared to <br />the determinations of the GPU PEIR, which concluded that impacts related to water supply, <br />wastewater treatment, storm water drainage, solid waste, and other utilities would be less than <br />significant. Therefore, no new project -specific mitigation measures are required. <br />4.19.3 Conclusion <br />The Project is consistent with the General Plan Update. With implementation of RR U-2, RR U-5, <br />RR U-6, RR U-7, RR U-8.1, U-8.2, RR U-10, RR U-117 RR E-1 through RR E-5, RR E-7, RR HYD- <br />1, RR HYD-2, RR HYD-4, and RR HYD-5 identified in the GPU PEIR, the proposed Project would <br />not have any specific effects which are peculiar to the Project or the Project Site. There are no <br />Project specific impacts or potentially significant off -site or cumulative impacts the GPU PEIR <br />failed to analyze, and there are no new significant or substantially more severe impacts to utilities <br />and service systems than anticipated by the GPU PEIR. <br />July 2024 Page 98 <br />
