h. No Lobbvin¢ -Recipient will comply with all applicable lobbying prohibitions and laws, <br />including those found in the Byrd Anti -Lobbying Amendment (31 U.S.C. 1352, et seq.), and agrees that <br />none of the fiords provided under this award may expended by the Recipient to pay any person to <br />influence, or attempt to influence an officer or employee of any agency, a Member of Congress, an <br />officer or employee of Congress, or an cmployee of a Member of Congress in connection with any <br />federal action concerning the award or renewal of any federal contract, grant, loan, or cooperative <br />agreement. <br />i. If applicable, recipient will comply with the equal opportunity clause in 41 <br />C.F.R. 60-1.4(b) in accordance with Executive Order 11246 as amended by Executive Order No. 11375. <br />j. Part.'3 as may be applicable, which are incorporated by reference <br />into this contract. <br />(2) Subcontracts — Contractor or subcontractor shall insert in any subcontracts the clause <br />above and such other clauses as FEMA may by appropriate instructions require, and also a clause <br />requiring the subcontractors to include these clauses in any lower tier subcontracts.
