PSGP-funded exercises must have a maritime security focus and include applicable <br />documentation, after action reports, and improvement plans. See below for additional information. <br />Maritime entity training needs and qualification requirements of incident response personnel should be <br />regularly tested through emergency exercises and drills. Exercises must test operational protocols that <br />would be implemented in the event of a terrorist attack in the maritime environment in accordance with the <br />Area Maritime Security Training Exercise Program (AMSTEP) or the TSA Intermodal Security Training <br />Exercise Program (I -STEP) guidelines. AMSTEP or I -STEP exercises will follow the latest change in <br />requirements contained in the Navigation and Inspection Circular (NVIC) 09-02. Exercises must be <br />designed, developed and conducted consistent with the Homeland Security Exercise and Evaluation <br />Program (HSEEP). Funding used for exercises will only be permitted for those exercises that are in direct <br />support of a MTSA-regulated facility or a port ar e MTSA-required exercises (see 33 C.F.R. § 105.220 <br />for a facility and 33 C.F.R. § 103.515 for the AMSP). These exercises must be coordinated with the COTP <br />and AMSC and be consistent with HSEEP. More information on HSEEP may be found at <br />https://www. fema. gov/emergency-managers/national-preparedness/exercises/hseep. <br />Some exercise activities require EHP Review, including exercises, drills or trainings that require any type of <br />land, water, or vegetation disturbance or building of temporary structures or that are not located at facilities <br />designed to conduct training and exercises. Additional information on training requirements and EHP review <br />can be found online at Environmental & Historic Preservation Grant Preparation Resources I FEMA.gov. <br />Recipients are required to submit an After -Action Report/Improvement Plan (AAR/IP) for each PSGP- <br />funded exercise to hseep&fema.dhs.gov, and the appropriate local COTP no later than 90 days after <br />completion of the exercise conducted within the PSGP period of performance (POP). Recipients are <br />reminded of the importance of implementing corrective actions iteratively throughout the progressive <br />exercise cycle.
