Developing/enhancing emergency operations plans to integrate citizen/volunteer and other Non - <br />Governmental Organization (NGO) resources and participation <br />Integrating program design and delivery practices that ensure representation and services for under- <br />represented, diverse populations that may be more impacted by disasters, including children, <br />seniors, individuals with disabilities or other access and functional needs, individuals with diverse <br />culture and language use, individuals with lower economic capacity, and other underserved <br />populations. <br />Resource Management Planning <br />• Developing/enhancing logistics and resource management plans <br />• Developing/enhancing volunteer and/or donations management plans <br />Shelter and Evacuation Planning <br />• Developing/enhancing sheltering and evacuation plans, including plans for alerts/warning, crisis <br />communications, pre -positioning of equipment for areas potentially impacted by mass evacuations, <br />and re-entry <br />Recovery Planning <br />• Disaster housing planning, such as creating/supporting a state disaster housing task force and <br />developing/enhancing state disaster housing plans <br />• Pre -event response, recovery, and mitigation plans in coordination with state, local, and tribal <br />governments <br />• Developing/enhancing other response and recovery plans <br />Developing recovery plans and preparedness programs consistent with the principles and guidance <br />in the National Disaster Recovery Framework (NDRF) that will provide the foundation for recovery <br />programs and whole community partnerships. Preparedness and pre -disaster planning were given <br />special attention within the NDRF with specific guidance: Planning for a Successful Disaster <br />Recovery (pages 63-70). For more information on the NDRF see National Disaster Recovery <br />Framework. <br />Continuity Planning <br />Continuity planning and operations are an inherent element of each core capability. Continuity operations <br />increase resilience and the probability that organizations can perform essential functions. FEMA develops <br />and promulgates Federal Continuity Directives (FCDs) to establish continuity program and planning <br />requirements for executive departments and agencies and Continuity Guidance Circulars (CGCs) for SLTT <br />governments, non -governmental organizations, and private sector critical infrastructure owners and <br />operators. This direction and guidance assist in developing capabilities for continuing the essential functions <br />of federal, state, local, tribal, territorial governmental entities as well as the public/private critical <br />infrastructure owners, operators, and regulators enabling them. <br />Presidential Policy 40, FCD 1, FCD 2, CGC 1, and CGC 2 outline the overarching continuity requirements <br />and guidance for organizations and provide guidance, methodology, and checklists. For additional <br />information on continuity programs, guidance, directives, and available technical assistance, visit <br />Continuity Resources and Technical Assistance and the Office of National Continuity Programs. <br />Allowable continuity planning activities include the development of the following: <br />• Continuity of operations and Continuity of Government planning products for the continuance of <br />essential functions and associated leadership; <br />• Risk -based needs assessments based on the THIRA to inform risk mitigation efforts to ensure the <br />continuity of essential functions and associated leadership; and <br />F�� FEMA EMPG Program Appendix 12023 Page H-21 <br />
