1 XVII _- FISCAL ACCOUNTABILITY <br />2 Contractor shall establish and maintain a sound financial management system, based <br />3 <br />4 upon generally accepted accounting principles, An integral part of the required financial <br />5 management system is a system of internal accounting controls that will provide reasonable <br />d assurance that JTPA assets are safeguarded against loss from unauthorized use or disposition, <br />7 and that accounting transactions affecting JTPA fund accountability are properly recorded to <br />8._ permit -the p-mparationzf accuuate and suppo ahle Tinancia�repo s.--- -�- -- __-------- <br />9 XVIII -- DEBARMENT AND SUSPENSION CERTIFICATION <br />10 <br />In accordance with Executive Order 12549, Debarment and Suspension, 29 CFR Part 98, <br />11 <br />12 Section 98.5 1 0,� Contractor shall complete a Debarment and Suspension Certification` and shall <br />13 obtain Debarment and .Suspension. certifications as a precondition for nonmandatory -awards to <br />14 subrecipients awarded'proenrement in excess of $25,000. Such certification` assures that Federal <br />1.15 funds .are not provided -•to parties 'that are "debarred, suspended, ineligible, or, voluntarily- <br />16 -excluded" in the current Federal List of Parties Excluded from Procurement or Nonprocurement <br />17 Programs. <br />18 <br />XIX =- COMPLAINT <br />-RESOLUTION PROCEDURES <br />19 <br />20 A. -South Bay Private Industry Council (SBPIC) Complaint Resolution Procedures <br />21 1. Contractor shall comply with the SBPIC JTPA Complaint Resolution <br />22 Procedures, and any changes incorporated therein during the term of this Agreement, in the <br />23 resolution of complaints alleging a violation of the JTPA, the JTPA regulations, the grant or any <br />24 other Agreements under the Act, SBPIC shall furnish a copy of its procedures to Contractor <br />25 <br />upon execution of this Agreement. <br />26 <br />2.7 2, Contractor shall provide to each eligible participant and staff a copy and/or <br />28 summary of the SBPIC JTPA Complaint Resolution Procedures during orientation, In the event <br />21 <br />
