Related Bristol Mixed-Use Project CEQA Findings of Fact <br /> <br />City of Santa Ana 111 <br />CEQA Findings of Fact <br />September 2024 <br />public record and heard all oral testimony presented at public hearings, adopts this Statement of <br />Overriding Considerations, which has balanced the benefits of the Project against its significant <br />unavoidable adverse environmental impacts in reaching its decision to approve the Project. <br />Overriding Considerations <br />The City, after balancing the specific economic, legal, social, technological, and other benefits of <br />the Project, has determined that the unavoidable adverse environmental impacts identified above <br />may be considered acceptable due to the following specific considerations which outweigh the <br />unavoidable, adverse environmental impacts of the Project, each of which standing alone is sufficient <br />to support approval of the Project, in accordance with CEQA Section 21081(b) and CEQA <br />Guideline Section 15093. The specific economic, legal, social, technological, or other benefits of the <br />Project are as follows: <br />• The project implements the vision of the General Plan for the South Bristol Street Focus Area <br />by: <br />o Capitalizing on the success of the South Coast Metro area <br />o Introducing mixed-use urban villages and encourage experiential commercial uses that <br />are more walkable, bike friendly, and transit-oriented <br />o Realizing an intense, multistory presence along the corridor <br />o Providing for mixed-use opportunities while protecting adjacent, established low density <br />neighborhoods <br />o Creating: <br /> New development that establishes vibrant public outdoor space appropriately <br />scaled to the size and type of project, including 13.1 acres of publicly-accessible <br />onsite open space areas <br /> Building design that is dynamic and strong, creating a distinct impression <br /> Mixed-use spaces of similar scale to those south of Sunflower Avenue. <br />• The Project implements capital investment through construction of new buildings and offsite <br />infrastructure improvements to enhance the City’s economic and fiscal viability pursuant to the <br />City of Santa Ana General Plan. <br />• The Project improves the jobs-housing balance in the City, beneficially providing multi-family <br />housing in a jobs-rich area so that employees can easily travel to employment opportunities. <br />• The Project reduces vehicle miles traveled and the related traffic congestion, air quality, and <br />greenhouse gas emissions through the provision of a multi-modal, mixed-use development by <br />bringing residents and visitors closer to their routine destinations like their workplace, gym, <br />grocery store, park, bank, and restaurants. <br />• Related Bristol will significantly enhance the pedestrian experience along the south Bristol <br />corridor with new landscaping, pedestrian-oriented sidewalks and protected bike lanes. <br /> <br /> <br />City Council 22 – 156 9/17/2024
