Related Bristol Specific Plan Project Mitigation Monitoring and Reporting Program <br /> <br />City of Santa Ana 7 <br />Final Supplemental EIR <br />August 2024 <br />Standard Condition/ Plan, Program, Policy / Mitigation Measure/ <br />Condition of Approval Timing <br />Responsible for <br />Ensuring Compliance / <br />Verification <br />Date Completed and <br />Initials <br />Applicant shall prepare and submit documentation to the City of Santa Ana <br />Building and Safety Division that demonstrates the following: <br />• Require fugitive-dust control measures that exceed SCAQMD Rule 403 <br />requirements: <br />o Apply water at least three times daily to active soil-disturbing <br />activities. <br />o Tarp and/or maintain a minimum of 24 inches of freeboard on <br />trucks hauling dirt, sand, soil, or other loose materials. <br />o Limit onsite vehicle travel speeds on unpaved roads to 15 miles <br />per hour. <br />o Install wheel washers for all exiting trucks or wash off all trucks <br />and equipment leaving the project area. <br />• All off-road diesel-powered construction equipment greater than 50 <br />horsepower meets California Air Resources Board Tier 4 Final off-road <br />emissions standards. Requirements for Tier 4 Final equipment shall be <br />included in applicable bid documents and successful contractor(s) must <br />demonstrate the ability to supply such equipment. A copy of each <br />equipment’s Best Available Control Technology (BACT) documentation <br />(certified tier specification or model year specification), and CARB or <br />SCAQMD operating permit (if applicable) shall be provided to the <br />City at the time of mobilization of each applicable unit of equipment. <br />• Construction equipment shall be properly maintained according to <br />manufacturer specifications. All equipment maintenance records and <br />data sheets, including design specifications and emission control tier <br />classifications shall be kept onsite and furnished to the lead agency or <br />other regulators upon request. <br />• All construction equipment and delivery vehicles shall be turned off <br />when not in use, or limit onsite idling for no more than 5 minutes in any <br />1 hour. <br />  <br />  <br />City Council 22 – 162 9/17/2024
