All buildings will feature four-sided architecture in which equal focus is applied to <br />each side of a building with regard to massing, proportion, and material <br />composition; and <br />4. The Specific Plan will promote a farmers market selling fresh and healthy food <br />options. <br />The Project design standards require green building elements, including: <br />1. Use of materials and technologies that minimize environmental impacts, reduce <br />energy, minimize dry and wet utility consumption, and promote long-lasting <br />development; and <br />2. Window technologies, such as physical sun shading, low-emissivity coatings, and <br />insulated daylighting panels, will be utilized where appropriate to decrease the <br />energy costs associated with cooling buildings during most of the year. <br />F Jobs/Housing Balance and Increased Construction Employment <br />The Jobs/Housing Balance is an indicator of the relative equilibrium between employment <br />and housing opportunities in a given area. A positive balance between jobs and housing <br />has a beneficial impact on a municipality by decreasing costs associated with commuting <br />and traffic congestion. It also reduces commute times, improves local social, cultural, and <br />family involvement, provides a more attractive work/life balance to residents, and generates <br />savings to local public agencies in terms of the need to construct and maintain new road <br />improvements and other facilities. <br />As reflected in Table 4 and Figure 6, the City’s current ratio of jobs within the City as <br />compared with the number of housing units Citywide is 1.725, as compared with a <br />Statewide average of 1.260. The addition of 1,586 permanent new jobs through the <br />construction of the Project would decrease the jobs/housing ratio modestly to 1.664, as the <br />3,750 new housing units incorporated in the Project are greater than the 1,586 permanent <br />recurring jobs to be generated by the Project. <br /> <br />Exhibit 10 <br /> <br /> <br />City Council 22 – 456 9/17/2024
