The City's <br />Community Workforce Agreement is one of the strongest and most supportive of union labor and the <br />protection of labor standards. You have set an example for all cities and developers in California to <br />follow. This is why you strongly recommend developers partner with the Los Angeles and Orange <br />County Building and Construction Trades to ensure that work that happens in the city maximizes <br />Local hire, veterans' priority, and the support of workforce development programs such as our <br />apprenticeship opportunities. <br />In that spirit, we have been attempting to work with the developers of the Bristol Related project to <br />ensure that the city's workforce development priorities are met during the construction of this <br />project. Unfortunately, the developers and their consultants have been less than enthusiastic to <br />negotiate an agreement that ensures these community benefits. This past October, we sent the <br />developers a first draft agreement and letter of intent that went without reply. It took them months to <br />provide a scope of work so that we could adequately draw up a second draft agreement and letter of <br />intent which they have had ample time to consider. Now, weeks later, and after many attempts to <br />discuss and negotiate, the developers and their consultants continue to drag theirfeet. <br />Although the developers have selected a union signatory general contractor for the project, this alone <br />does not provide for the community benefits that the city has asked the developers to provide. This <br />alone does not set targeted goals for local hire of Santa Ana residents and apprentices. This alone <br />does not ensure that our nation's veterans have priority on the out -of -work list. This alone does not <br />provide for a no-strike/no-lockout clause to ensure this project is completed efficiently, reducingthe <br />construction impacts on local residents, and maximizing revenue generation for Santa Ana. The city <br />has made it very clear what priorities it has when it comes to development in Santa Ana, but the <br />developers of Bristol Related have not made good -faith efforts to meet them. <br />
