<br />UNITE HERE Local 11 supports the Related Bristol Specific Plan, contemplating the
<br />redevelopment of a 42-acre site located at 3600 South Bristol Street. Under the Specific Plan, the
<br />Site would build significant housing, including up to 3,750 residential units and 200 units of
<br />senior continuum care.
<br />The project has been improved and clarified since it was first proposed in a number of ways listed
<br />below.
<br />• Analysis of Jobs/Housing Balance: Additional analysis shows that the Project improves
<br />the City's jobs/housing balance and that the Project will include between roughly $9 to
<br />$19 million in in -lieu fees to help construction/preserve affordable housing units in the
<br />City.'
<br />• Community Benefit Payment & New Police Substation: The Project's Development
<br />Agreement includes a $22 million community benefit payment to the City and the option
<br />to place a new Santa Ana Police Department substation within the Project Site.'
<br />• New Parkland: The Project would add roughly 13 acres of parkland subject to public
<br />easement where currently none exists, would further the City's interim goal of improving
<br />access from 1.2 acres per 1,000 residents to 1.5 acres per 1,000 residents,' and where the
<br />community benefit payment would potentially offset credited parkland acquisition fees.4
<br />• Public Access Parking Plan & Free City Events: The Project will include a parking
<br />management plan to allow public access throughout the Site (including the public
<br />parkland) and will host a minimum of four community events per year for the general
<br />public.'
<br />• Additional Air Quality Analysis & New Mitigation: Additional analysis related to
<br />construction emissions was provided, and the Project added a new mitigation measure
<br />requiring electrical service connections at loading docks for plug-in/refrigerated trailers.6
<br />• Other Traffic Improvements: Additional traffic analysis was provided, and traffic
<br />infrastructure improvements (e.g., restriping, CCTV, optimizing signals, etc.) were
<br />clarified.'
<br />With the above improvements and clarifications, Local 11 supports the Related Bristol Specific
<br />Plan and Agenda Item 22 tonight.
