UN ITEHERE!Local 11
464 Lucas Ave., Suite 201 • Los Angeles, California 90017 • (213) 481-8530 • FAX (213) 481-0352
Dear Honorable Mayor and City Councilmembers, 9/17/24
UNITE HERE Local 11 supports the Related Bristol Specific Plan, contemplating the
redevelopment of a 42-acre site located at 3600 South Bristol Street. Under the Specific Plan, the
Site would build significant housing, including up to 3,750 residential units and 200 units of
senior continuum care.
The project has been improved and clarified since it was first proposed in a number of ways listed
below.
• Analysis of Jobs/Housing Balance: Additional analysis shows that the Project improves
the City's jobs/housing balance and that the Project will include between roughly $9 to
$19 million in in -lieu fees to help construction/preserve affordable housing units in the
City.'
• Community Benefit Payment & New Police Substation: The Project's Development
Agreement includes a $22 million community benefit payment to the City and the option
to place a new Santa Ana Police Department substation within the Project Site.'
• New Parkland: The Project would add roughly 13 acres of parkland subject to public
easement where currently none exists, would further the City's interim goal of improving
access from 1.2 acres per 1,000 residents to 1.5 acres per 1,000 residents,' and where the
community benefit payment would potentially offset credited parkland acquisition fees.4
• Public Access Parking Plan & Free City Events: The Project will include a parking
management plan to allow public access throughout the Site (including the public
parkland) and will host a minimum of four community events per year for the general
public.'
• Additional Air Quality Analysis & New Mitigation: Additional analysis related to
construction emissions was provided, and the Project added a new mitigation measure
requiring electrical service connections at loading docks for plug-in/refrigerated trailers.6
• Other Traffic Improvements: Additional traffic analysis was provided, and traffic
infrastructure improvements (e.g., restriping, CCTV, optimizing signals, etc.) were
clarified.'
With the above improvements and clarifications, Local 11 supports the Related Bristol Specific
Plan and Agenda Item 22 tonight.
Thank you for your consideration,
Christine Miller
Senior Lead Research Analyst
UNITE HERE Local 11
' See Staff Report, PDF p. 12; Exhibit 10 (Market Study), PDF pp. 42-43; Exhibit 4 (DA), PDF p. 24.
2 See Staff Report, PDF p. 18; Exhibit 4 (DA), PDF pp. 21-22.
3 See Staff Report PDF p. 17; Draft SEIR, PDF pp. 471-473; Master Park Plan, PDF pp. 12-13.
4 The City seems to levy park fees on new dwelling units based on bedroom size, ranging from $3,866 (1-bed) to $8,514 (5-bed). (See
Proposed 23-24 Fee Schedule, PDF p. 43.) The Project assumes 3,750 dwelling units with studios (20%), 1-bedrooms (50%), 2-
bedrooms (25%), and 3-bedrooms (5%). (See Draft Specific Plan, PDF pp. 222, 252.) Based on this mix, total parkland development
fees would be roughly $16.3 million (i.e., $5.7 million less than the community benefit payment).
5 See Staff Report, PDF p. 11, 13, 15, 17; Exhibit 4 (DA), PDF p. 23.
6 See Final SEIR, PDF pp. 350-351, 413, 420.
'See Final SEIR APP-A (Traffic Memo), PDF pp. 1-3; StaffReport Exh. 5 (VTTM Conditions), PDF pp. 9-10.
